The DII Management Council is supporting emergency legislation to eliminate the year-in-residence requirement for undergraduate four-year transfers and implement new academic standards, which will be reviewed by the DII Executive Board next week and would be effective immediately. The council also approved a two-year expedited membership process, a number of recruiting rule changes, $5.4M in budget requests from the DII Strategic Planning and Finance Committee, and will sponsor a 2025 NCAA Convention proposal to add Women’s Wrestling as a National Collegiate championship sport in 2026. On championships, the council approved an expanded Field Hockey selection process that would include three AQs and five at-large bids, three in the Atlantic region and two in the East region, and a new regional alignment for Womens’ Lacrosse. William Jewell removes the interim tag from AD/Men's Basketball HC Chris McCabe, effective today. McCabe will continue to lead the Cardinals on the hardwood and serve as Assoc. VP for Athletics Strategy and External Relations, with plans to name a Deputy AD to “support day-to-day operations and personnel.” President Elizabeth MacLeod Walls: “As Interim Athletics Director, Chris has led the Department with his characteristic calm leadership style, always evincing deep wisdom and integrity, and consistently privileging his commitment to a positive student-athlete experience at Jewell. He has gained the support of alumni, students, parents, and colleagues, proving that he is the right strategic leader to take Cardinal Athletics to the next level.” (link)

Cal State San Marcos AD Jennifer Milo will transition across campus after a dozen years leading the Cougars to become Special Assistant to the VP of Student Affairs, per The San Diego Union-Tribune's John Maffei. VP for Student Affairs Viridiana Diaz: “We’re going through a new strategic plan. We haven’t had a new strategic plan for 10 years, and there is a lot of work to be done. Jennifer’s skill set, her position, perfectly align with what we’re trying to do. She will support me. And I assure you, the decision to move over here was absolutely mutual.” Assoc. AD for Facilities and Operations Morod Shah will serve as Interim AD. Mammoth Sports Consulting will assist with the search for CSUSM's next AD. (link)

From the DII Strategic Planning and Finance Committee meeting last month, the committee decided that the Championships Committee request to adjust the triennial budget process to allow for Football bracket expansion before the next triennium “did not meet the current exceptions of health and safety or gender equity.” Further: “The committee did not believe there was strong or sufficient rationale to support an exception to the triennial budget process to allow the Division II Football Committee to recommend a bracket expansion outside the triennial budget cycle without creating precedent for other sports to bring similar requests outside of the cycle and diminishing the benefits of reviewing all sports within the same time frame. The committee also noted that the Football Committee is discussing priorities for bracketing principles to provide for a more competitive bracket as part of a larger discussion regarding regionalization, and that there may not be enough funding for both options.” The report also includes a detailed breakdown of FY25 budget requests approved by the DII Management Council. The initial regional rankings have been released for Men’s Lacrosse (link), Softball (link) and Men’s (link) and Women’s (link) Tennis.

Bipartisan legislation introduced by U.S. Congresswoman Valerie Foushee (D-NC) and U.S. Congressman Mike Flood (R-NE) would modify F-1 student visas and allow international student-athletes to enter into NIL endorsement contracts. Flood: “International students already can pursue part-time employment during college. This legislation seeks to ensure that international collegiate athletes also have the opportunity to receive compensation in name, image and likeness promotions.” Immigration attorneys Amy Maldonado and Ksenia Maiorova, who work with international student-athletes on obtaining different visas in order to capitalize on their NIL is encouraged by the bipartisanship, but say: “Based on our own experience with DHS and USCIS, the bill is very open-ended, and the failure to define NIL in the bill creates the opportunity for DHS to promulgate regulations that may ultimately be inconsistent with the NCAA definition and industry practices. We would also prefer the language of the bills state that employment is authorized incident to status to prevent severe agency delays in processing Employment Authorization Documents from affecting international student athletes.” (link)

Colorado Mesa selects recent Milwaukee Bucks (NBA) AC & former Charlotte Bobcats (NBA)/Loyola Marymount (DI)/MSU Denver HC Mike Dunlap to helm the Mavericks’ Men’s Basketball program. Davis & Elkins Men’s Basketball HC Daniel Mondragon resigns after five seasons at the helm, while current AC Daniel Harris is promoted to serve as the program’s next HC. AD Jeff Eisen: "Dan Harris has worked closely with Coach Mondragon over the last three years, and, with his passion and knowledge of the game, we are confident that he will build on the solid foundation that has been established." Newberry names Francis Marion Women’s Basketball AC Johnette Walker as the Wolves’ new HC. Rockhurst hires Wisconsin (DI) Director of Recruiting and Scouting Kyle Blackbourn as Men’s Basketball HC.
