California Baptist welcomes back former AD Parker, who departed in 2020 and has been serving as the AD at Northwestern (IA - NAIA) since leaving Riverside, as its new VP for Athletics. CBU President Ellis: “Our athletic teams compete at the highest levels of play and Dr. Parker has a proven track record that nets results. His knowledge of the campus, experience with Division I athletic play, vision to advance the program, and strong Christ-centered leadership style make him a great fit to take Lancer athletics into the future.” (link)

McNeese AD Schroyer signs a new five-year contract. McNeese President Rousse: “In order to continue the progress we have made in our athletic department it was imperative that we extend Heath's contract. We all know that the athletic department is the front porch of a university. In our case, given the recent budgetary challenges resulting from declining enrollment, we need direct and indirect revenue generation from our athletic department. Athletics drives our brand. This brand elevation can assist us in attracting students, which enables us to accomplish our mission of changing lives.” (link)

Endeavor President/COO Shapiro joins The Athletic’s Deitsch to discuss a number of topics. Shapiro remarks that if he were in charge of college football, he’d prefer to have the College Football Playoff on ESPN because of the larger ecosystem supported by the family of networks. “They let the Big Ten go away, and that was a strategic decision. I believe part of that decision was so that they could be armed and ready to make sure even the expanded playoff doesn’t get away from them.” Shapiro describes himself as extremely bullish on the future of women’s sports and says for anyone seeking media rights to the NCAA women’s championships: “Expect to pay big bucks. The women’s tournament alone requires big bucks. It’s going to grow considerably. Softball’s moving fast, volleyball’s moving fast. There are some incredible properties under the NCAA hood which have been buried historically and now are going to become front and center.” (link)

ACC Advances…
+ Commissioner Phillips today said league ADs “emphatically” expressed their unity, adding: “These are schools that are under a lot of stress and a lot of pressures and, and I understand that. The reality is our conference is third in the country in distribution, and as we look at the projections, at least in this decade, we're going to continue to be there. Now, we want to close the gap. We need to close the gap between the top two conferences that have started to run away from us." Meanwhile, discussions continue regarding a specific revenue distribution model, and Phillips says the league isn’t ready to vote on anything just yet. (link)
+ Regarding the Magnificent 7’s curiosity about the grant-of-rights, NC State AD Corrigan says the changing landscape has forced everyone to reevaluate. “The idea of everything staying the same is ludicrous. You've got to constantly be looking and growing and stretching and pushing and all of those things, and I think that's what it was." On that score, Phillips says he encourages schools to review the GOR. “That’s not a warning sign of something bad.” (link)
+ Phillips also discussed the endgame with conference realignment, saying: “There's been conference expansion and retraction in schools moving from one conference to the next. I don't think that changes. The cycle is connected to media rights. National championships are great when you have multiple leagues competing and not just a couple.” (link)

Tennessee is exploring the possibility of a public-private partnership to develop an entertainment district around Neyland Stadium. The initial concept includes a “boutique, full-service hotel with for-sale condominiums and conference/event space. The vision also features the potential development of a ‘tabletop’ above the existing G10 parking garage to support additional tailgating, restaurants, retail and family-friendly entertainment activities.” UT has issued a Request for Information (RFI) to gauge interest and input from developers. Vols AD White: "We have the capacity for constructing an entertainment ecosystem that doesn't presently exist anywhere across the collegiate landscape. This is far greater than an activation on seven or eight days a year. This is a year-round destination that not only enhances our gamedays but also elevates the everyday academic experience of our entire student body and campus community year-round." Talking specifics, White says the “waterfront has been top of mind for us because it has been underutilized as a campus asset and as an asset for the athletics department and fan experience.” UT has retained program management firm Brailsford & Dunlavey as a guiding partner for the exploratory phase. Memphis AD Veatch covers several topics with the Commercial Appeal, including a timeline for renovations to the Liberty Bowl and the allotment of the $350M in state funding that was recently approved. Veatch notes that “we’re not at a point where that has to happen right now. That’s a decision for the mayor, and I would let him speak to that. I’m confident we’re going to do this right. The expectation we’ve all seen and joined together on, if we’re gonna do this, we need to do it right. It needs to be first-class. It needs to look like an Autonomy 5 type of football stadium. That’s the expectation in the end.” Veatch also says the announcement of the budget approval “absolutely” moved the needle in terms of conference realignment. “It got a lot of buzz. No question. Because there’s a difference between talking about a vision and, 'Hey, the money is there and it is happening and people in our city and our state recognize the importance of it and they’re willing to invest.' … It raised some eyebrows. Like, 'Hey, (Memphis is) serious.'” Facilities-wise, Veatch says there are other big projects the Tigers still want to accomplish, including the “Student Athlete Success Center and the housing piece. My understanding from our partners on campus, there should be an RFP (request for proposal) going out this summer for the housing. So, ideally, we’d be able to break ground − I don’t know for sure − but, say, a year, year-and-a-half from now.” Full Q&A. (link)

The Orlando Sentinel’s Beede provides more details on UCF’s $176.6M request from the state’s Orange County Tourist Development Tax Citizen Advisory Task Force to “accelerate the university’s development of world-class facility enhancements” to UCF’s Athletics Village. Beede reports the university is requesting the $176.6M over a 10-year period, “which is approximately two-thirds of the total project cost, according to the application. UCF said the remaining funds would then come from ‘private sources, including philanthropy, corporate partnership revenue and premium seat revenue.’” UCF’s request also argues that “as Orange County becomes home to a Power 5 athletics program, these facilities will deliver sustained and consistent programming and activity year-round. In addition, the completion of this project will enable UCF to better support competitive bids for national events that drive the professional, amateur and young sport tourism sector in Orlando.” (link)

Illinois State Interim AD Beggs says she understands and agrees with the decision by President Tarhule not to ask for a fee increase to support athletics, but “what does make me sad is that that money was needed by our student-athletes. In some ways it feels like our student-athletes are almost getting punished twice. They were punished by the reputation and the, you know, the media and the issues that were being talked about in terms of Redbird Athletics, and that's not good for them. And now we're taking money away from our budgets that were actually going to benefit student-athletes.” Regarding the indoor practice facility and the pledge in question for the facility, Beggs explains: “We are fine in terms of making our payments, the way it's funded. Everyone kind of knows that there's been a problem with some of the pledges that have been made, and we will continue to be fundraising for it. We're continuing to look for ways to handle that, but it's going quite well. We'll handle it, it'll be fine.” Beggs adds that construction delays have been caused by supply issues, not funding. EA Sports has retained OneTeam Partners to facilitate NIL deals for student-athletes who wish to opt into the upcoming college football game, set to release in 2024, according to On3’s Nakos, who reports: “Details of the agreements or execution plan appear to still be murky. The agreement has not been finalized yet, but the source indicated the cash pool was in the $5M neighborhood, which would pay out to $500 per player. Opendorse, which has a previous partnership with EA through the Madden game, could assist the company in distributing the funds through marketing deals on its platform. Opendorse CEO Blake Lawrence declined comment at this time when reached by On3.” (link); Extra Points’ Brown adds to the reporting: “Just got it *confirmed* that the current plan is still to not include FCS teams at launch, although the door is not closed to adding them as DLC or in other ways. More details in the newsletter to come.” (link)

The Fresno Bee’s Kuwada reports that a “one-time $1M payment [Fresno State] made to [the athletic department] to help activate the Valley Children’s [naming rights] partnership and support increasing sports operating costs will likely not be included in a 2023-24 budget…and it would not be a stretch that the Bulldogs’ sports programs could see a cut in their operating budgets. VP for Administration/CFO Adishian-Astone: “I would say that’s fair. But we’re just starting to look at it, so it’s kind of early. We’re trying to look at everything and balance everything right now.” With the $1M payment, the university’s support of athletics totaled $18.4M this year, and Kuwada notes that support, “including student fees, dropped by 22% from 2019-20 to 2020-21 and has not bounced back coming out of the COVID-19 pandemic.” (link)

The Virginian-Pilot’s Sauls reports Hampton will use a $1M pledge from TowneBank, which was announced earlier this month, to add a new premium seating area to be named after the bank in Armstrong Stadium. Pirates AD Henderson says the suite will have enclosed and rooftop seating as well as a rooftop bar and will accommodate up to 143 fans. (link)
