ESPN’s Thamel reports the NCAA Football Oversight Committee is expected to introduce new “non-controversial legislation” to the DI Council on April 12 or 13. If it passes Council and then NCAA Board of Governors, it would be adopted Aug. 1. Thamel: “Two steps away, but likely to happen.” The FOC’s legislation, after surveying coaches/staffs: Revised football calendar includes allowing coaches to visit juniors in person starting Jan. 1 of junior year of HS (basically 11 months earlier than currently); Spring recruiting period from April 15 through Saturday prior to Memorial Day for rising seniors would allow contact with coaches. [...] Schools would be able to engage in up to eight in-person, off-campus contacts in junior and senior year combined. Only three are in junior year – two allowed in January and one in spring recruiting; Schools would be able to “initiate telephone calls to” prospects at the end of their sophomore year on June 15. Now, its limited contact on Sept. 1 of junior year, where prospects have to call coaches after coaches text them; FOC did not recommend modifying the number of coaches or off-campus recruiters. They want “additional time and understanding” to determine if changes are necessary; Decrease in number of days for fall evaluation period for whole staff to 33 from 42. (Or from 3.8 to 3 days per FBS coach); Decrease in number of days for spring evaluation period to 140 from 168. (Or from 16.8 days to 14 days per FBS coach) HCs still can’t go out in spring. The idea of the changes from the FOC revolved around: "A new calendar to promote current (student athlete) experiences and work-life balance for coaches who engage in off-campus recruiting activities." Connect/MB Sports’ Banker sits down with Tarleton State Assoc. AD of Sports Medicine/Intercollegiate Council for Sports Medicine Chair Berkstresser to discuss the athletic trainer shortage in college sports, what’s happening on the front end of injury prevention, structuring compensation, return-to-play timeframes and more. Berkstresser says the issues facing athletic trainers are multifaceted and include compensation and benefits and day-to-day functions. “The important other piece to it is they want to be able to have the time to provide the care and the skills that they have to their patient population. So, for us in this environment, it goes way beyond taking care of injured student-athletes. … We are doing way more on the front end from an injury-screening standpoint, corrective exercises from an injury prevention standpoint…and so the majority of our time is actually geared towards completely healthy student-athletes or injured student-athletes that aren’t missing time.” Full conversation now on Connect. In a video that’s been making the rounds inside the coaching community, when asked why more HBCU coaches aren’t tapped for more jobs at bigger programs, TurnkeyZRG’s Chatlos and Staudt agree that it’s a matter of those coaches needing to put themselves out there more. Chatlos: “There’s got to be a little hustle, a little self-promotion, a little marketing done. And the guys at HBCUs, they don’t use an agent, they’re not putting their name out there, like, it’s a squeaky wheel in a lot of these deals. … A lot of those guys haven’t really made the effort to reach out and really get to know us, so there’s a hustle element there. Unfortunately, guys, it’s not good enough to just be good enough at your job anymore.” Staudt adds: “We’re not like fans, we don’t just google who’s No. 1 in your conference, okay, put that person up for a job. You know, it’s the references, the endorsements, testimonials and then the fit. What is the AD looking for?” North Carolina Central MBB HC Moton reacts: “We live in a world where people who drink Chai Tea Lattes and eat $15 Lettuce wraps are now telling HBCU Coaches that we need to ‘Hustle more’ … smh.” (link)

U.S. Senator Blumenthal (D-CT) has sent a letter to 66 of the country’s colleges with the largest athletic budgets, seeking information about their efforts to form partnerships with sports betting companies, as well as what the schools are doing to prevent underage betting and to combat gambling addiction. Blumenthal: “The opportunity for lucrative deals has caused some casinos and sportsbooks to target universities, despite the very real harm gambling poses to students, many under the age to legally gamble. … Universities, and their athletic departments, have a duty first and foremost to protect student health. Certain factors – such as their age, stress, and past substance abuse or depression histories – make students especially vulnerable to gambling addiction…so it is deeply concerning that universities are willing to partner with sports betting companies.” Full letter. Burns notes that half of sports fans said they have used Twitter at least once in the past month, compared with 44% of the general population; 16% of sports fans said they use Twitter multiple times per day, compared with 13% of U.S. adults; and Musk’s tenure “doesn’t appear to have severely impacted the industry’s ad spending on the platform, according to Sensor Tower data, as several sports properties reportedly spent about the same or even more in January as they did in September, prior to Musk’s acquisition.” Lots more data and analysis. A proposal to allow FB analysts and other off-field staffers to coach on the field is not expected to pass before the 2023 season, according to AFCA Executive Director Berry, who tells On3 the proposal “originally had been expected to pass in January and was even advanced by the Division I Football Oversight Committee before being tabled by the Division I Council. … I’ve told the group that I’m disappointed because we led people to believe that something was going to happen. And not just us, but a lot of entities because there were a lot of conversations kind of going on privately and publicly about that this was likely to happen. And while I know that there’s always risk that things aren’t going to turn out until they actually happen and you don’t do things until they actually happen, we have a lot of coaches that have made moves based off an assumption and now you’re talking about their whole career has changed.” (link)

Sportico’s McCann breaks down the NCAA’s likely defense in Colon v. NCAA, in which Fresno State Wrestling AC Colon, Arizona State Track & FIeld AC Ray and Oklahoma Track & Field AC McKinley accuse NCAA member schools of running a “buyer-side cartel” in which schools agree to not pay certain coaches. One argument the NCAA is likely to make, as it has in a similar suit involving volunteer baseball ACs, is that the coaches do not allege their universities “would have hired them as paid coaches if the NCAA’s bylaws permitted it.” In other words, McCann explains the universities “might have liked them as volunteers but not enough to pay them. If the schools had to pay them, the coaches might have been told to look elsewhere for coaching opportunities.” Therefore, the NCAA asks why coaches would not “simply seek better pay elsewhere, defeating the purported scheme” and argues that coaching DI baseball is improperly narrow.
