Albany State AD Duckworth has resigned, effective February 12. A statement from Duckworth reads, in part: “When I arrived in Albany on January 2, 2020, I knew this would be the most challenging undertaking of my twenty-seven year career in college athletics. I have worked tirelessly in this role, and I am proud of what we accomplished during my three plus years. While I have had detractors during my tenure, I have also met a number of amazing people. I have enjoyed supporting the student-athletes in their training and competition. I would like to acknowledge the coaches and staff for our collective effort in enhancing the student-athlete experience.” (link)

On The Move:

+ Talladega (NAIA) has submitted an application for DII membership with an eye on a return to the SIAC, of which it was a charter member in 1913. VP/AD Grant: “This is a strategic and transformative move that will strengthen our athletic programs and elevate our brand. Most importantly, joining NCAA Division II will benefit our student-athletes by expanding opportunities for them to train, compete and reach their full potential in academics and athletics.” President Vincent: “In every major decision that we make, we consider how the decision will impact our students and how it aligns with our commitment to being a student-centered institution. NCAA Division ll shares our values and dedication to excellence in academics and sports. After extensive research and careful consideration, we have determined that the NCAA would be an excellent fit for Talladega College. (link)

+ Also pursuing DII membership is Middle Georgia State (NAIA), which intends to apply for membership in the PBC. With an enrollment approaching 7,700, MGSU President Blake says: “The NAIA has been a good home… but it is primarily designed for small institutions.” (link)

NCAA SVP of Basketball Gavitt sits down with D1.ticker/Connect’s Fischer to discuss the state of the sport, including upcoming media negotiations, NIL, the transfer portal, tournament expansion and lots more in a comprehensive conversation. Gavitt says conversations about expansion will occur during the spring and summer. “As I’ve mentioned before, there is some history here that should be taken into consideration. Just in my decade at the NCAA there hasn’t really been much consideration at all given to expanding the championship. And there hasn’t been much interest actually from the current broadcast partners. All that being said, we’re in a time of dynamic change, and the committees will give the recommendation its due. But 90, 96, that’s a pretty big leap from where we are today.” Gavitt also notes that in terms of opening the media rights agreement back up, expansion likely doesn’t lead to that. “We have a really solid agreement in place through ‘32… but what that means in terms of the value equation and the rights associated with it would be something to be determined.” As far as media negotiations for other championship sports go, Gavitt notes some sports could be singled out for their own deals or paired with other sports to be sold as bundles and tells Fischer the negotiating process with ESPN will likely begin this summer. MOAA Executive Director Johnson joins AthleticDirectorU’s Brown for a discussion about MOAA’s goals of developing a diverse leadership pipeline and placing more people of color into top roles within the industry, the evolution of the organization’s work, the challenges facing college athletics and more. Johnson emphasizes that those who work in college athletics must do so because they want to, telling Brown: “Some people need to make a hard choice about whether they really want to be in this field or not. A lot of people say, ‘I love athletics, I want to go do that.’ Once they get in, they realize maybe this is not where I need to be, and that’s another evaluation point.” It’s also important for individuals to do self-evaluations, as Johnson points out MOAA’s mission is not to direct, but rather to assist. “What we’re saying is, ‘Here’s some things you need to know.’ How you use them, if you choose to use them, is just as important.” Full interview on ADU. Despite ongoing exterior work at CFG Bank Arena in Baltimore, Oak View Group Chairman and CEO Leiweke indicates CIAA constituents need not worry about their experience at the upcoming hoops extravaganza: “We committed to them that we’d have the building finished as it related to the parts of the building they needed. That was our commitment to the tournament. The tournament is a high priority for us. The experience from the tournament next week will be better than anything anyone’s seen, even though we’re still a work in progress.” Visit Baltimore President and CEO Hutchinson: “Our team has taken a walkthrough; the CIAA staff, their commissioner, some of the presidents have done a walkthrough; and everybody is very excited and optimistic about where we’re going to be with CFG Bank Arena. We’re going to be basketball-ready.” Amenities include a suite for each school president, a VIP area, a new playing surface, updated concourses, improved acoustics and seating capacity of ~14K. (link); Commissioner McWilliams to Andscape’s Berry on the financial impact of the decision to keep the tournament in Baltimore through 2025: “The money that has been raised by Baltimore, over probably 3½ million-plus for the CIAA, is critical because it actually eliminates some of the things that we would normally have to pay for facility operations that Baltimore will help cover those expenses for us. That means that we’re able to give more scholarship money or funding back to our member institutions at the end of the year.” (link)

College football executives are considering four changes to shorten games, Sports Illustrated’s Dellenger reports, explaining that two non-controversial proposals include “prohibiting consecutive timeouts (ie, icing kickers)” and “no longer extending a first or third quarter for an untimed down if the quarter ends on a defensive penalty (the down would be clocked starting the next quarter).” A third proposal that is gaining support is a running clock on first downs except inside of two minutes in a half. Dellenger: “In a more controversial fourth proposal, the clock will continue to run after an incomplete pass once the ball is spotted for play.” Dellenger reports a running clock after first downs would eliminate about seven to nine plays per game, while a running clock after an incomplete pass could eliminate “more than twice that number.” Notable caveat from Dellenger: “It is unclear if the clock rule changes would eventually be adopted by Division II and Division III.” (link)

The NIL Network has launched its new NIL Verified Network to ensure transparency and fairness within the NIL landscape. Inaugural members include NOCAP Sports, Hawker Family Sports & Entertainment, NextFan, FanWord, Campus Ink and Vantage Sports, among others. NIL Network Founder Meyer: “All of these initial businesses have stood out to me over the past few years as being innovative, collaborative, and most importantly, hyper-focused on the athlete experience. They immediately recognized the importance of a network like this and have been so patient as we’ve worked through the business vetting process and standards.” Business of College Sports’ Lopez explains that the “approval process involves the collection of information about a business’ registration, employees, business practices and compliance with NIL laws, NCAA interim policies and institutional policies” along with a review of the service provider’s terms. Texas Permian Basin WSOC Tejas will return from paid administrative leave after a four-month investigation into allegations made by student-athletes of NCAA infractions and inappropriate behavior. UTPB indicates it found only one claim credible, per KMID, which reports “numerous” individuals privately corroborated the claims to the station. Claims included coaching through a suspension and allowing an ineligible student-athlete to participate. Tejas was arrested for DUI in September. (link)

+ College endowment returns fell from an average of 30.6% in FY21 to -8% in FY22, according to the latest report from the National Association of College and University Business Officers (NACUBO), which also found that “colleges increased their endowment spending, with dollars increasingly flowing toward institutional operating budgets, largely focused on student financial aid.” According to the report, “all endowment size cohorts posted negative returns,” though the largest endowments—those with assets upward of $1B —averaged returns of -4.5%. By contrast, those in the smallest cohort, with less than $25M in assets, saw average returns of -11.5%. (link)
