The DII Executive Board approved the division’s priorities for this academic year, which include brand research on the Make It Yours tagline, reviewing regionalization, voting to add Women’s Wrestling as the newest championship, deregulation and potential changes to sports betting rules and more. On the Make It Yours research: “The division's current focus is influencing the perception of Division II among its target audiences, which includes prospective student-athletes and their influencers, such as parents/guardians. Extensive research among those target audiences has been conducted to better understand their thoughts and concerns. Initial returns have indicated current student-athletes are prioritizing their personal development, but still rely on schools to fulfill their needs, while prospective student-athletes can struggle with starting the process of selecting a college and thus rely on influencers.” The board also approved changes to the process for new championships that will allow for flexibility outside of the triennial budget cycle. Of note on next month’s DII Think Tank: “Feedback from the Think Tank will be forwarded to the Strategic Planning and Finance Committee, which will develop the next membership census to be distributed in January. Census results and a membership review will then inform the operating plan, scheduled for release in January 2026.” (link)

Cal State Monterey Bay AD Kirby Garry sits down with D2.ticker/Connect’s Bryan Fischer at the 2024 NACDA Convention to dive into the state of DII, the CCAA’s deal with FloSports and more. Asked about the direction of DII, Garry: “I think it's just to continue to build our strength with support from the highest level. I think the fact that [NCAA President Charlie Baker’s] meeting with us as a conference and he's spending time with our student-athletes, he's visiting campuses at small colleges to really get a grasp of the whole thing because every decision he makes it's going to impact the entire Association. I think he understands and values what we do at the small college level.” More from Garry on the FloSports deal: “I think we're going to try to evolve from a one or two camera setup that a couple people set up,and we hope it works well, to a more professional approach, a really strong platform that's going to have more opportunities to get beyond just our local area. […] It's going to set us up to really promote Cal State Monterey Bay in our case and then our league. It’s a competitive level. We don't sell a whole bunch of tickets in the CCAA because there's other stuff to do. But we need the message of the California Collegiate Athletic Association. We need to improve our branding and our marketing nationwide and [Commissioner] Allen [Hardison] has got a vision for that and this is the first step and it’s a big one.” Lots more only on Connect. The GSC will expand its partnership with FloSports, as it is in year two of its five-year media rights deal, to add Soccer, Baseball, Softball and Women’s Lacrosse to its offering. “The addition of these sports results in over 1,300 GSC sporting events streamed each year, while pushing the value of the media rights agreement to seven-figures.” Commissioner Matt Wilson: “The GSC has a long track record of being a leader in Division II, evident in 2020 when we became the first Division II conference to partner with FloSports—which now has partnerships with five D2 conferences. Since the beginning, our institutions have been unified in the goal to elevate our consumer video and have shown a willingness to invest to assist in improving the experience for fans.” (link)

Texas Permian Basin will make all Football games and tailgating spots free this season. President Sandra Woodley explaining: “We had such a successful season last year, and as we mark our 50th anniversary, we wanted to give back to the community that has supported us through the years. This year, we're moving from a ticketed admission approach to a model that provides free admission with an option to donate to Falcon Athletics. The NCAA Playing Rules Oversight Panel has approved expanded use of one-way communication devices in baseball beginning with the 2025 season. Under the new rule, a player on the field or coaches in the third base or first base boxes can initiate one-way communication to relay signals to offensive or defensive players. Previously, the use of an exclusively one-way electronic communication device from the dugout to the field for the purpose of relaying the pitch or play call was allowed. The use of other electronic devices in the dugout remains prohibited. The panel also approved a measure that requires batters to be alert and ready to hit with 8 or more seconds remaining in the 20-second time limit; the allowance of a double first base as an optional rule for all games, including NCAA championship competition; a rule stating that on force play slide rule calls, the ball will remain live until the play has fully concluded, and more. The NCAA Playing Rules Oversight Panel on Thursday also approved new rules on the shoes that competitors can wear and a modification to rules on lane violations in men's and women's track and field. The shoe rule brings the NCAA in line with World Athletics rules and allows student-athlete performances to be accepted for eligibility in world competitions. The lane violations rule centers on indoor and outdoor track and field races run on a curve. Competitors will face disqualification for stepping on or over the lane line to their left with more than one step anywhere on a curve for the entirety of the race. Other rule changes include: allowing pacing light technology at non-championship competitions; better defining the roles of meet management; and adding the competition manager position as part of meet management, among others.
