Xavier (LA) will move from the RRAC to the SSAC starting in 2026-27, with Cheer and Indoor Track & Field to compete as associate members in the SSAC in 2025-26. Even more from NAIA President/CEO Jim Carr’s Small College Conversation at the 2025 NACDA Convention, as he notes the NAIA has engaged select Congressional leaders in a limited capacity, but believes that is an area of collaboration with DII, DIII and NJCAA to ensure the needs of an education-based model are understood in DC. Carr believes Congressional action is a threat, but “I remain optimistic because I think at least all the people I've talked with, I think most people in general want college athletics to remain as a part of higher education and not completely this professional model, which again, doesn't work for the vast majority of folks. So I think if we can do a better job of educating and just make sure people understand that, I think we'll get to a good place.” On the potential for student-athletes to be designated as employees: “I don't get quite as alarmed about it, I think, as some people do. I think the main issue for our students, because we've talked about this, it's pretty rare for an NAIA student-athlete to get a complete full scholarship. They might get full tuition and have to pay other things, so the main challenge for our students would be if their scholarships become taxable as a result of being an employee. Campuses have student workers all the time. Students are working odd jobs where they're having to pay taxes and so I don't think the sky's falling quite as much as some people do if that were to happen.” Full conversation on BOSCA. (link)

+ Florida Memorial has partnered with developer Redwood Dev Co to build six new residential buildings that will include 1K new dormitory beds to help support the institution’s enrollment growth goal. From HBCU Gameday’s Wail Pitt: “Following a model similar to many public-private partnerships, FMU will lease university-owned land to the developer at a low rate. In return, Redwood Dev Co will finance and build the new facilities. Construction is expected to begin within the next 12 months. Pricing for the workforce housing units has not been disclosed yet. The project aims to provide more accessible housing options for faculty, staff, and nearby residents.” (link) 

The 549-page Senate Finance Committee’s budget proposal “only addresses sports specifically in one instance” and includes no language that applies to college athletic departments, according to Sportico’s Brendan Coffey, who adds: “That lack of attention to the industry by the Senate suggests that proposed changes to franchise ownership write-offs and collegiate licensing taxation may not make the final budget, saving owners and schools many millions of dollars in new levies. By contrast, the House of Representatives’ version of the federal budget aims to raise potentially significant revenue by changing the favorable tax treatment franchise owners and universities receive.” Specifically, Coffey notes the House budget suggests it would “like to see college licensing deals treated as unrelated business income. Nonprofits such as colleges generally are exempt from federal taxes, but activities they conduct that are considered outside their tax-exempt purpose can be taxed. A proposal to tax collegiate licensing deals was cut from the final version of the House budget forwarded to the Senate, which suggests it is unlikely to reappear during the reconciliation process. That’s another big bullet dodged by sports entities. The licensing tax as proposed last month has the potential for wide-reaching impact. For one, it would cost athletic departments millions of dollars in licensing revenue from caps, shirts, tchotchkes – everything that sells with a team or school logo on it. Moreover, the rule would also encompass a portion of media rights income, too, since contracts with representatives like Learfield and broadcasters like ESPN contain an underlying license of names and logos from universities.” Clay Grayson, a tax attorney who represents universities, booster groups and endowments, including those at Kentucky (DI) and Clemson (DI), tells Coffey: “It should be concerning to athletic departments that Congress is considering whether to tax this athletic revenue source.” (link)
