Division I Transformation Committee’s final report and next steps

DI Council expected to vote on additional legislative proposals

The Division I Board of Directors will receive and discuss the Division I Transformation Committee's final report and recommendations at the 2023 NCAA Convention in San Antonio. The board will meet Thursday, Jan. 12, to consider those concepts. If approved, many of the concepts will be referred to respective Division I committees to create specific proposals to move those recommendations forward for implementation no later than August.

The Transformation Committee was appointed by the Division I Board of Directors to lead the division's modernization efforts after the adoption of a new NCAA constitution during the 2022 NCAA Convention in Indianapolis. 

The Division I Council and the Presidential Forum will have the opportunity to provide feedback during their meetings Wednesday. On Thursday, Division I members also will discuss those recommendations and the board's actions during the Division I Issues Forum.

Division I Council

The Division I Council is scheduled to vote on several proposals from the 2022-23 legislative cycle at its meeting Wednesday. 

The proposals include:

  • Changing rules for official and unofficial visits, including removing limits for the number of schools at which a recruit can take an official visit (with a limit of one per school, unless there is a coaching change).
  • Adjustments to athletics personnel definitions and limits, including potential increases to coaching limits for baseball, softball and ice hockey.

The Council also will consider a proposal that would eliminate test score requirements for immediate eligibility for incoming freshman student-athletes. This recommendation stems from the NCAA Standardized Test Score Task Force, a specialized group charged with reviewing initial-eligibility requirements. 

Another proposal under consideration by the Division I Council would add stunt to the Emerging Sports for Women program in Division I and establish legislation related to membership, financial aid and playing and practice seasons. In December, the NCAA Committee on Women's Athletics recommended that the divisional governance bodies refer their proposals to add stunt as an emerging sport for women back to the Committee on Women's Athletics. The latest recommendation is based on a review of new information regarding stunt. 

Other Division I standing committees

The Division I Football Oversight Committee, Strategic Vision and Planning Committee, Women's Basketball Oversight Committee, Student-Athlete Experience Committee, Competition Oversight Committee and the Men's Basketball Oversight Committee all are slated to meet Tuesday. 

The national Division I Student-Athlete Advisory Committee will meet Jan. 11-13.
