Sports betting in Kentucky: Co-sponsor of new bill says 'we have the votes'
Could this be the year Kentucky legalizes sports betting?
A co-sponsor of a new sports betting bill says he believes they have the votes in the House and Senate – but it’s going to be close.
"We have just enough," said Rep. Al Gentry, D-Louisville. "So hopefully we can sway a couple more and increase that appetite."
Gentry is one of 12 co-sponsors of House Bill 551, which legalizes sports betting in Kentucky.
This year's version removes provisions to allow fantasy sports wagering and online poker, which supporters hope will make the bill more palatable.
As with past versions of the legislation, HB 551 gives horse racing tracks control of brick-and-mortar sports books as well as websites and apps, with the Horse Racing Commission providing regulatory oversight.
"The reason that happens is horse racing and the equine industry is so vital to Kentucky and that industry has been declining," Gentry said.
Opponents remain unswayed, concerned about gambling addiction and the ensuing social problems.
"I doubt if I'm going to change my vote from previous sessions," said Rep. James Tipton, R-Taylorsville. "I made a commitment that I would not support any expansion of gambling."
Among those in their camp is Senate President Robert Stivers, who exerts considerable influence in that chamber.
But this year, conditions may be different, Gentry said.
"I think the bottom line is, the people want this bill and we have to give the people what they want," he said. "And I think maybe we have a better chance this year because maybe they don't want our governor running on this issue."
