Yahoo’s Ross Dellenger reports that “quietly last week, the NCAA DI governance working group *unanimously* voted to recommend the new governance model to DI Board of Directors. The vote was unanimous despite the 18-person group featuring a wide variety of reps – from an SEC president to an FCS AD to a G6 commissioner. The DI Board meets August 5 and the expectation is that it will approve the governance model after the unanimous recommendation.” (link); More from Dellenger: “Perhaps more interesting on the agenda of DI Board next week: The introduction of a proposal to reward teams advancing to semifinals & finals of NCAA basketball tournaments with revenue units, sources tell @YahooSports. Under current structure, unit distribution stops at semis. How these additional units for the semifinals and finals are to be funded remains unclear and is likely to begin a lengthy vetting process. But there is a desire from many athletic administrators to begin rewarding teams that advance furthest in the tournaments.” (link)

The GNAC teams up with Hudl to be the official streaming provider for the GNAC Network. Pricing options range from $12 for single event passes to $120 for the 2025-26 season. Commissioner Bridget Johnson Tetteh: “We’re excited to partner with Hudl to bring a unified streaming experience to GNAC fans. This partnership provides a standard landing page where fans can easily access live and on-demand video for all GNAC athletic contests in one place. In addition, the revenue generated gives our member schools a valuable opportunity to reinvest in their streaming infrastructure and continue enhancing the quality of broadcasts across the conference.” (link)

The RMAC will move all 1,600+ events on the RMAC Network behind a paywall through its partnership with Hudl. Interim Commissioner Lexie Vernon: “We’re entering an exciting new era for the RMAC Network, one that reflects the changing landscape of live streaming and the high level of entertainment our amazing student-athletes provide as they showcase their hard work in competition. While we recognize the added cost for fans, this pay-per-view model allows us to reinvest in our institutions, support our broadcast teams, and most importantly, enhance the student-athlete experience across the league.” (link)

Sports Illustrated’s Pat Forde observes the transfer portal phenomenon thus far created what he calls the Migration Generation and notes that “from 2019–20 through ’23–24, when NCAA transfer limitations were struck down by the courts, Division I portal entrants nearly doubled, from 13,689 to 24,399. Football portal entries rose 138% in that span, while women’s basketball increased 132% and men’s hoops elevated 111%. Final figures are not in for ’24–25, but the expectation is for another significant year-over-year increase in DI transfers.” SEC Commissioner Greg Sankey weighs in: “I think the issue that we miss is the number of young people lost to the system because of the transfer freedom. We can all report stories of, ‘Wow, wasn’t it great that somebody went from Point A to Point B and it worked?’ But there’s attrition, and there’s academic attrition—lost credits that our young people talk to us about.” Michigan State Men’s Basketball HC Tom Izzo voices concern about the friendships players could be missing out on by transferring so frequently: “Sooner or later in life, you’re going to need your buddies. … I am worried about mental health. I’m worried about what these [transferring] players are going to do in a year or two. If I’m wrong, that’s a good thing. But if I’m right, that’s sad.” Lots more. (link)

The College Sports Commission clarified in a memo Thursday that NIL collectives may compensate athletes as long as they “have a valid business purpose related to offering goods or services to the general public for profit and fall within the range of fair market value compensation,” according to Yahoo’s Ross Dellenger, who explains the new guidance requires that any payment be for “promotion or endorsement of goods or services to the general public and those goods or services must be sold for profit.” Students may be required to provide “documentation to establish compliance,” and failure to do so may result in deals not being cleared. Dellenger explains the CSC is “determining deal legitimacy not on the ‘labeling’ of businesses or payors, as it originally planned, but on the transaction itself.” From the CSC: “Whether or not payments to student-athletes by collectives are permissible under the settlement will be evaluated on a case-by-case basis.” Headlining attorney Tom Mars, who represents several collectives, says in a statement that “it should be concerning that it took the four commissioners more than a week to agree on the language of the new guidance. That speaks volumes about their ability to agree on anything. Stephen King wrote a 219-page novel in less time than it took them to write up what was published today.” Mars did not completely rule out any further legal action, telling Dellenger the “collectives I represented suffered a lot of damage as a result of the improper guidance given on July 10 and I will be discussing their legal options with them." CSC CEO Bryan Seeley issued a statement Thursday along with the clarification: “The College Sports Commission will enforce the settlement as written. Pay-for-play will not be permitted, and every NIL deal done with a student-athlete must be a legitimate NIL deal, not pay-for-play in disguise.” Full memo. (link)

House plaintiffs’ attorneys Steve Berman and Jeffrey Kessler also weigh in: “The updated guidance, which is consistent with the joint statement by Winston & Strawn, Hagens Berman and the House defendants, explains that collectives are permitted to enter into NIL agreements directly with student-athletes as long as the NIL deals comply with the terms of the settlement. It replaces guidance provided in a July 10 CSC memo which was not consistent with the settlement terms. With this new guidance, student-athletes can now devote more of their energy to their sport, knowing that the House settlement provides that NIL opportunities from collectives can be available to them as long as the NIL deals comply with the settlement terms. Such third-party NIL payments do not count against the $20.5M pool limits on payments made directly by the schools.” (link)
