The DI Board of Directors on Monday adopted additional changes to NCAA rules to implement the House settlement. The changes – which codify roster limits, including legislated exceptions for current student-athletes whose roster spots would have been impacted by those limits – are effective July 1. Additionally, the board received an update from the Decision-Making Working Group on recommendations that, if adopted at the board's August meeting, would restructure governance in Division I. After weeks of gathering feedback, the working group met again in mid-June and made some modifications to its original concepts for committee composition and structure. Specifically, the governance structure would comprise: the Division I Board of Directors, which will maintain oversight over the division's finances, litigation and the NCAA infractions process (for violations or rules unrelated to the settlement terms); the Administrative Committee, which will report to the board and will have legislative oversight for rules not included in the settlement; the Academics and Eligibility Committee, which will report to the Administrative Committee and which — via two subcommittees — will have oversight over minimum standards for academics and athletics eligibility requirements; the Membership Committee, which will report to the Administrative Committee and will have oversight over minimum national standards for NCAA and conference membership requirements; the Student-Athlete Advisory Committee, which will report directly to the Division I Board of Directors; and sport-specific oversight committees, which will report to the Administrative Committee when needed and will have authority over playing and practice seasons, recruiting rules, Division I playing rules and championship administration. For all of the committees, the working group determined that “voting representation – including the weighted voting for autonomy conferences, totaling approximately 65% on each committee – was appropriate, reflecting the recognizable prominence of the schools competing in those conferences, as well as the increased legal scrutiny those conferences face as compared with their peers.” Also from the board: “Although the board will not consider any further changes to the conference membership requirements in the near future, it will consider a moratorium on applications for schools reclassifying from Division II and Division III to Division I during its Aug. 5 videoconference.” (link)

The Pac-12 signs a media rights extension with CBS Sports through 2030-31 that will include the Football and Men’s Basketball championship games and at least three regular season FB and MBB games on CBS and Paramount+, plus more on CBS Sports Network. Yahoo’s Ross Dellenger adds on the Pac-12’s media rights package: “CBS will anchor the league’s multi-platform media package with as many as four partners expected at a later date. The total value of that package remains unclear, though the final annual per-school figure is expected to fall toward the lower range of a projection that the conference showed expansion targets last year ($8-15M).” Dellenger also reports the league is in discussions with Texas State “as the two parties work toward a membership agreement that would start in the fall of 2026. While no deal is finalized, this months-long courtship is expected to reach a crescendo this week, when the formal extension of an invitation may be made. … Texas State’s potential departure from the Sun Belt – if a deal is reached – is expected to set off a chain of realignment moves within the Group of Six conferences. Officials in the Sun Belt, in fact, have already held internal discussion over potential expansion targets in Conference USA, most notably Louisiana Tech and Western Kentucky, according to those familiar with the talks.” The Conference USA exit fee is expected to be in the $5-7M range, and there is a $5M entry fee into the Sun Belt, “a figure that could be negotiated down at the discretion of the league’s board of presidents. If Texas State is offered a Pac-12 invitation at a full distribution, the school is expected to accept. … Whether the Pac-12 would extend an invitation to any other program remains unclear.” (link, link)

North Carolina announces it will increase its “scholarship allotment by nearly 200 across our 28-sport program (338 to 532).” UNC also explains that “with the addition of revenue share, and our new investments in football, we expect our approximately $150M budget in 2024-25 to grow by about $30M next academic year. To prepare, we have hired a new Chief Revenue Officer to investigate and initiate new revenue opportunities, including naming rights, field sponsorships and jersey patches, expanding football's Bell Tower Block Party to draw more fans, options to further optimize our relationship with corporate sponsorship partner Learfield and more aggressive ticket sales initiatives. ACC Success Initiatives and additional funding allocated by the state of North Carolina from gambling revenues may also assist our efforts in the coming years, and we will continue to evaluate our Department's budget and spending for cost-cutting opportunities.
