Mountain West Commissioner Gloria Nevarez sat down with Extra Points' Matt Brown earlier this week at the 2023 Women Leaders in Sports National Convention to discuss the place for non-Power 5 programs in the industry and their viability, revenue sharing, possible promotion-relegation models and more. Nevarez also addresses revenue-sharing and notes that much of the public discourse focuses on how it would impact the 1% of high-profile schools rather than the other 99% who “don’t operate on that model. So certainly it's the hot topic of the day, something that we can continue to discuss. I don't know where we'll end up but it certainly is affecting us at all levels.” On a potential promotion/relegation system, Nevarez remarks: “I love the concept. It adds a lot of relevancy to those late-season games that would cause you to either move up or down. One of the things I think we would need to suss out more would be does each division have an AQ or are they two side-by-side divisions? Or is one the alpha, one's a beta? More from Brown as he’s told Gonzaga’s men’s hoops media rights would be worth under $10M per season, falling far short of the $15M figure a consultant quoted to CBS’ Dennis Dodd earlier this week. Brown: “Figuring out exactly what TV rightsholders are willing to pay for Gonzaga’s inventory, and if any of Gonzaga’s money needs to come out of anyone else’s share, is a critical question.” Brown on the West Coast Conference situation: “If [Grand Canyon, Seattle a/o California Baptist] could secure the seven votes needed to join the league, they’d already have an invitation.” (link); Also from Brown, who reports the number of unresolved issues make any sort of agreement in the next couple weeks unlikely. “Those issues are about more than just $. What would Gonzaga get to vote on? What non-TV $ is distributed to them, and how? How would shares look post 2031, if hoops media rights are split off? LOTS to consider, and nobody has hard answers right now. This is why the Big 12 asked for permission to dig into some of these nitty gritty details. I'm told it's way too early to talk about votes, who supports X, Y or Z, etc. In many ways, this would be more complicated than adding a Colorado, Utah, etc.” (link)

Kansas has been put on three years’ probation and will have its men’s basketball scholarships reduced by a total of three over the next three seasons, per the IARP’s ruling. The Jayhawks will also incur a reduction in the total official visits permitted by a total of four over the 2022-23 and 2023-24 academic years, with the option of reducing visits by any combination (e.g., four in one year, or three in one year and one in one year). Other penalties include a six-week ban on recruiting communications with all men’s basketball prospective student-athletes during the 2022-23 academic year; a six-week ban on unofficial visits by men’s basketball prospective student-athletes during the 2022-23 academic year; and a 14-day reduction in the number of recruiting person days during the 2022-23 academic year. The report states the IARP “hearing panel was intentional in not prescribing penalties that would have a negative impact on current student-athletes. The hearing panel also applied significant weight to Kansas’ self-imposed penalties, especially the men’s basketball recruiting restrictions for the 2022-23 academic year,” as listed above. The Mercury News’ Jon Wilner reacts to Washington AD Troy Dannen’s hire and notes that “Dannen’s tenure isn’t about Dannen. … Rather, his tenure is about the school. It’s about the level of financial support offered to athletics in general, the primacy of football across the campus and…drumroll, please…the institution’s willingness to compete with not only USC and Oregon but also Ohio State, Michigan and Penn State.” Accordingly, Wilner goes on to note one of Dannen’s first challenges will involve retaining Football HC Kalen DeBoer, whose $4.3M salary makes him “arguably the most underpaid coach in the Power 5.” DeBoer is therefore “overdue for a mammoth raise, but will [UW President Ana Mari] Cauce take the costly steps to keep deep-pocketed suitors away? A small salary bump won’t do it. The university must be willing to make DeBoer one of the highest-paid coaches in the country – a move that clearly conflicts with institutional values but is the current and future reality of major college football. … It’s not all about the dollars invested, but cash is a huge part of the competitive equation. And it all starts with DeBoer’s contract. Will Cauce do what it takes? Will she give Dannen the tools to succeed?” (link)

The Memphis City Council yesterday accepted and approved the $350M in state funding to improve the city’s sports facilities, including Simmons Bank Liberty Stadium and FedExForum. The Commercial Appeal’s Katherine Burgess reports the city already has the money, which will go into an interest-bearing account. Burgess also notes that of the $350M, $228.5M will go to FedExForum with $121.5M earmarked for Liberty Stadium, per the proposal; however, Memphis Mayor Jim Strickland says the administration has yet to recommend how to spend the money. “My goal, either my term or the next mayor’s term, is we must 100% be committed to keeping the Grizzlies for another generation, but we also want to help the university improve their facilities to get the Power 5.” (link)

More from On3’s Eric Prisbell, who reports on the Dartmouth men’s basketball team’s NLRB hearing, where Big Green Executive Assoc. AD for Administration Taurian Houston remarked that student-athletes are “not required to sign a waiver" releasing their NIL to Ivy League/Dartmouth. Houston said if they don't sign, they wouldn't be kicked off the team but the school couldn't submit them for awards or list them on the roster. Additionally, Dartmouth attorney Ryan Jaziri had Houston walk through the distinctions between student managers who are paid and student-athletes. Managers don't receive uniforms, don't have to meet the same academic eligibility thresholds as players and aren't listed on the squad list provided to the NCAA. Houston also refuted student-athlete Cade Haskins’ assertion that coaches have total control over practice times (which can impact which classes players can take) by noting coaches change practices for a variety of reasons, particularly as it relates to the availability of the practice facility. With the hearing concluded, the NLRB regional director will issue a decision “as soon as is practical,” according to Prisbell. (link)

SAAC Vice Chair/former Oklahoma State softball student-athlete Morgyn Wynne talks about her experience at last week’s DI Council meeting, telling D1Softball’s Rhiannon Potkey: “A lot of media is speaking up about how the NCAA doesn’t really value the student-athlete voice and I personally don’t feel that way. Under President Charlie Baker, he has a very strong perspective that the student-athlete voice needs to be prioritized and that is how we feel. In years past, the student-athlete hasn’t always been very well represented or even acknowledged. But now, we are a priority and what we have to say is valued and taken into consideration.” Wynne also insists the “consensus of national SAAC is we don’t want to be considered employees. It’s really the consensus of the entire membership. … Student-athletes who are uneducated about it are more inclined to say yes. Michigan State Men’s Basketball HC Tom Izzo during Big Ten Media Day remarked that coaches who leave their jobs are different than “unhappy” players who enter the transfer portal. “Yeah, I have flexibility, I can leave. I have millions of dollars of a buyout if I leave. I've paid 40 years of dues to leave. Most coaches have put in their time. Most coaches will be doing that at 35 and 40 and 50, not at 20 when one guy tells you to leave because you're unhappy. You know what, what's wrong with being unhappy? I'm unhappy most of my life. Unhappy drives you. Unhappy pushes you. Unhappy makes people realize, 'You know what? I'm not good enough. I've got to get better.'" Izzo goes on to say: "Let's see what the graduation rate goes to as kids are transferring all over the world. Let's look at the unintended consequences. ... Don't blame the kids. Blame the adults, blame us. We're the ones at fault, not them." (link)

+ The Big Ten will have at least nine Friday football games in 2024. Commissioner Tony Petitti tells The Athletic’s Scott Dochterman: “It’ll be significant in terms of the amount of national exposure that we have on Friday night on Fox.” (link)
+ Fresno State and Stanford ink a home-and-home football series for 2028 (Fresno) and 2029 (Palo Alto). Fresno State has also pushed its 2024 contest at UCLA to later that season as part of a new arrangement through which the Bruins will also visit the Bulldogs in 2032. (link); The Los Angeles Times’ Ben Bolch notes the Bruins will now have two consecutive bye weeks between the August 31 opener at Hawaii and the September 21 game at LSU in 2024. (link)
