An ironic twist to today’s Washington State-Oregon State football matchup is that in the grand scheme of things it really doesn’t matter who wins, according to The Mercury News’ Jon Wilner. “Rather, the caliber of play matters. The TV ratings matter. The lasting impression matters as the Beavers and Cougars link arms and plot a future together.” One source tells Wilner: “People can watch these teams and say, ‘They play like power conference schools, but they aren’t going to be a part of it, really? So in that case, what does it really mean to be a Power 5 school? These teams aren’t, but Vanderbilt is. Boston College is. So what am I missing?” Wilner adds: “If the teams challenge for the Pac-12 title, hold their spots in the top-25 rankings and participate in marquee games, their case for respect and cash strengthens. This Saturday is about every Saturday for years to come.” (link)

SBJ’s Ben Portnoy pulls back the curtain for a glimpse at the ACC’s Game Day Operations Center, which is led by Supervisor of Football Officials Al Riveron, and the first thing Portnoy observes is: “There are monitors everywhere. Twelve screens line either side wall, grouped in clusters of three. The massive front screen itself can show 16 different views at once and be divvied up in varying formats depending what Riveron desires.” The GDOC in Charlotte also “boasts a screen area three times larger than its predecessor – including the 140-square-foot video board at the front of the room and an additional 64 square feet of displays on the side walls.” Replays in the GDOC run through software designed by DVSport, which allows for varying replay angles to be played simultaneously, among other tools, and is utilized via a repurposed Xbox. Riveron on the mission of the GDOC: “At the end of the day, this is about entertainment. People don’t come in and pay to watch the officials do their thing. They come in to see the football players, the great athletes that we have. We want to make sure that we do get [the calls] right, but we [want to] get it to a certain point where the process doesn’t interfere with the overall entertainment program.” (link)

D1.relocation COO Daniel Feig talks with D1.ticker’s Kristen Eargle about the launch of the relocation services company focused solely on the college athletics marketplace. Feig, the former USC Upstate AD, explains that those who subscribe for the service or whose destination athletic departments are partners will hear from a customer service specialist within two hours of D1.relocation receiving the information. The specialists are all connected to collegiate athletics, whether they’re a former athletic administrator or a coach’s spouse – “someone that really understands the difficulty and challenge of this process.” Services range from big-picture assistance like highlighting short-term housing options and identifying trusted real estate agents to time-saving tasks like finding utility providers and offering pertinent information about the community. “You can just kind of picture a hotel concierge service. The D1.dossier for the AD opening at Wofford is ready to roll. Cal State Bakersfield AD Kyle Conder: “The D1.dossier was very helpful in my preparation for interviews. Having so much information compiled in a readable format made me very confident throughout the search process. As part of my campus visit to CSUB, I participated in an open forum with university and local constituents. In conjunction with the open forum, I was asked to make a presentation about the state of affairs for CSUB Athletics and the future for CSUB Athletics. The D1.dossier helped prepare me for the open forum and I used information from the D1.dossier to develop my presentation.” Ohio State is up next. (link)

Extra Points publisher Matt Brown shares some ideas on how the federal government could actually help college athletics right now, starting with the Department of Education offering specific guidance on Title IX and NIL collectives. “Right now, it isn’t clear what, if any, Title IX rules specifically apply to NIL collective activity and how schools interact with them. If an NIL collective is only offering opportunities for say, men’s basketball players, and the school shares their donor list or endorses that collective in any way…has the school failed to comply with Title IX? What about the collective? … By clearing up regulatory uncertainty, schools, brands and collectives can plot a course with confidence.” Further, Brown observes the government could enforce the rules it already has on the books, noting that the FTC already has the authority to “go after sports agents who lie, thanks to SPARTA, or The Sports Agent Responsibility and Trust Act of 2004. But the FTC isn’t enforcing that rule, and there’s reason to be skeptical that the current FTC has the capacity and legal deference to do so. If the FTC isn’t going after any agents now, why should schools, agents, etc. think that’ll get serious with more laws?” More from Brown. (link)

Speaking of which, The Dallas Morning News’ Lia Assimakopoulos talks with several experts and stakeholders who believe bringing NIL collectives in-house will cause Title IX issues, including former TCU Women’s Basketball HC Raegan Pebley, who says: “You’ve got donors that are specifically interested and are contributing to support one program in particular, and they want their money to go to that program. But an institution has a responsibility to either go get the same amount of money from someone else to go to a female athlete or a women’s team, or they need to convince that donor that they have to share that amount or double the amount they’re giving.” Texas A&M AD Ross Bjork has noted that the majority of NIL funding is directed toward male student-athletes, so “us being more involved in the facilitation and helping identify NIL opportunities, we can promote our female athletes even more so.” More. The Tennessean's Aria Gerson breaks down the requirements student-athletes must meet if they wish to transfer to Vanderbilt. First, transferring credits for anything other than general courses is difficult. Second, Vandy requires transfer students to spend four full semesters and earn 60 credit hours at the university in order to graduate from its School of Engineering or College of Arts and Sciences. Meanwhile, the Peabody College of Education and Human Development, while not expressly requiring four semesters in residence, does require 60 credits. Therefore, any student-athlete who has completed more than two years or begun studying in a major at their previous school must be willing to lose a full year's worth of credits and “may need to take summer classes to be academically eligible under NCAA rules that require a certain amount of progress toward a degree.” Commodores Football HC Clark Lea: “That'll never be for us in a way that's, you're going to look up and see half the roster, in and out. I just don't think that that's sustainable here. So what we'll do is look to have a strategic approach there that allows us to support the roster that we built, we retain what we've developed, and keep the culture intact as we strengthen our team." According to SkullSparks, Ole Miss increased its football following on Facebook, Instagram and X by 14% in 2022, and the Clarion Ledger’s David Eckert notes Kentucky and Tennessee are the only two SEC programs that have experienced a higher rate of growth. SkullSparks Director Jason Matheson tells Eckert: “I was just down at a school in Alabama talking with them, and I actually used Ole Miss as an example when we were talking about branding. Ole Miss is doing a great job relative to the other programs in the SEC, which across the board probably pour the most resources into this." As far as how the Rebels are achieving this growth, Matheson believes the social media team has come up with creative ways to present its script logo, which he said isn't the greatest for design purposes. Additionally, Matheson notes Ole Miss has built up a trust with its subjects that allows it to create compelling content. “They've not thrown any of that [tradition] away, per se. It's still Ole Miss, but really kind of given an edgy feel. And that's quite an accomplishment, I think." (link)

BYU Assoc. AD for Creative Strategy Tyson Hutchins instructed the social media team to archive over 5K Instagram posts leading up to the Cougars’ official Big 12 start. The lone post on the account read simply: 7.1.23. The Salt Lake Tribune’s Kevin Reynolds: “The comments swiftly rolled in, calling for the social media team to be fired. But as July 1 hit, the interest was there. And with the attention on them, Hutchins’ staff orchestrated a social media onslaught that peppered recruits and fans with content reintroducing the program. They put out a montage of highlights from the past 15 years showing the program’s reach; from Matthew McConaughey picking the Cougs on GameDay to Barack Obama getting caught up in Jimmermania. The day acted as one big recruiting pitch to BYU’s new Power Five status — and put it directly on the phones of thousands of recruits.” More on the BYU social media strategy. (link)

USA Today’s Steve Berkowitz and the Austin American-Statesman’s Kirk Bohls report that $80M of the $100M Texas and Oklahoma will forgo from the Big 12 in exchange for leaving a year early is based on money the schools will not get in 2024-25, the year after the move. The rest will come from cuts in full revenue shares for 2023-24 that Texas, Oklahoma and the rest of the league’s legacy members will be taking to finance payments promised to four schools that joined the conference this summer. Berkowitz and Bohls also report the Big 12 paid Colorado a $2.5M signing bonus in late July. Meanwhile, Kansas State AD Gene Taylor says the settlement with UT and OU left some league ADs “kind of dumbfounded,” adding: “We fought back as hard as we could.” However, the conference’s lawyers explained that the bylaws were “not as rock-solid as everybody thought and we could be tied up on lawsuits forever,” per Taylor. U.S. District Court Judge Claudia Wilken has granted class-action status in House v. NCAA for the injunctive-relief portion regarding the association’s NIL rules, per USA Today’s Steve Berkowitz. In response, the NCAA tells Berkowitz: “We expected the order and look forward to defending our rules in court as part of our continued focus on student-athletes.” Berkowitz adds: “Based on the lawsuit’s allegations, an injunction against the NCAA’s remaining rules regarding athletes’ ability to make money from their names, images and likenesses (NIL) could create the possibility of athletes being able to get NIL money from their schools for any reason. Lawyers for the plaintiffs in the case also seeking class-action status for a damages claim that, according to filings by the NCAA, could be worth more than $1.4 billion. […] If class-action status is granted to all of the groups of athletes that the plaintiffs are seeking to have covered under the damages portion of this case, and the plaintiffs then win at trial, antitrust law calls for the monetary award to be tripled.” (link)

The University of California Board of Regents, during yesterday’s meeting, formalized a special committee to “assist the Board in fulfilling its responsibilities for oversight of intercollegiate athletics programs,” The Mercury News’ Jon Wilner reports. The committee will have four areas of focus: student-athlete welfare; oversight of governance and internal controls, including compliance and audit activities; strategic direction of athletics, which includes “recommendations to the Board when appropriate, on matters that impact student-athletes and athletic programs;” and review of systemwide policies. Wilner notes there is nothing in the committee’s charter about the so-called Berkeley Tax, which UCLA will pay Cal, but “sources expect the committee to delve into the issue — after all, the financial component is connected to all four areas of focus.” The committee will convene for the first time on October 11. The NCAA Committee on Competitive Safeguards and Medical Aspects of Sports (CSMAS) has recommended that cannabinoids be removed from the list of NCAA banned drug classes. The committee explains the removal acknowledges the ineffectiveness of existing policy, affirms the role of the NCAA drug-testing program to address only performance-enhancing substances, and emphasizes the importance of moving toward a harm-reduction strategy that prioritizes education and support at the school level over penalties. CSMAS also approved revisions to a variety of concussion resources, including the Concussion Safety Protocol Checklist, the Concussion Safety Protocol Template and the Concussion Fact Sheets. Updates to the checklist included clarifications about stepwise approaches to return to sport, inclusion of the clinical office-based evaluation tool Sport Concussion Office Assessment Tool 6, and additional post-concussion management guidance. Finally, the committee continued to review recommendations from the NCAA Mental Health Advisory Group on how to update the NCAA Mental Health Best Practices resource and will weigh a final draft of the updated document at its December meeting. USA Today’s Kenny Jacoby reports Michigan State Football HC Mel Tucker “repeatedly made false statements to the investigator and misled her about basic facts, such as his location during the phone call [with Brenda Tracy] and the date it occurred.” Also, despite Tucker’s claim that the phone call in question was consensual, Tracy says Tucker’s romantic interest in her was one-sided and that she had tried to set boundaries multiple times during their yearlong business partnership. Former MSU Title IX investigator Elizabeth Abdnour tells Jacoby: “It’s very, very unusual that you would have some outside piece of evidence that would give you a clear decision. Very often you’re weighing credibility based on little bits and pieces of information.” She adds that in multiple cases she has worked on, respondents lost because they were found to be less truthful overall than the complainants. “I believe a fact finder could assess these pieces of evidence about credibility and make a determination that Brenda is more credible than Mel. In my experience, a clear sign of a lack of credibility is generally taken very seriously.” Lots more from Jacoby. (link)

Two athletic administrators with legal backgrounds tell Sports Illustrated’s Richard Johnson they expect $20M would be on the high end of any settlement between Michigan State and Football HC Mel Tucker. One says: “Of for-cause terminations, I think they’re on solid footing.” Meanwhile, Johnson writes: “The fact that Tucker’s defense has been to concede certain facts while insisting everything was consensual, already puts him in a challenging legal position, according to multiple legal experts. Michigan State is clearly going above and beyond to prove its process is as by the book as possible. One administrator cautioned that it is highly doubtful all the details of Tucker’s conduct have been released yet, but that the specific mention (multiple times) that Tracy is a vendor looms large.” As far as Tucker’s replacement, MSU’s ability to “reset the market” the way it did with Tucker’s contract will “likely partially depend on how much superbooster Mat Ishbia, the Phoenix Suns and Mercury owner, among others, is willing to open his wallet again—and how much he really opens it this time,” according to Johnson, who also notes that Ishbia contributed $14M to the department when the Spartans extended Tucker, far less than some speculated. Missouri State has installed 19 new Daktronics LED displays at Robert W. Plaster Stadium and Great Southern Bank Arena. The football stadium display measures approximately 23 feet high by 42 feet wide while the center-hung system in the basketball arena features 12 displays. The four main video displays are 13 feet high by 16.5 feet wide and are connected together by four corner wedge displays, each measuring 13 feet high by 3 feet wide. (link)
