Morgan State will not hold homecoming festivities this weekend and has postponed its matchup with Stony Brook in the wake of Tuesday’s campus shooting. President David Wilson: “Regarding Homecoming, regrettably for the very first time in Morgan’s history all activities planned around Homecoming will be either canceled or postponed until the perpetrator(s) of this atrocity have been found and brought to justice.” Classes have also been canceled. Police are still searching for suspects in the shooting and say all five people who were injured were “unintended targets.” (link, link)

The DI Council yesterday directed the Committee on Student-Athlete Reinstatement and Legislative Committee to reexamine the reinstatement guidelines for student-athletes who engage in sports wagering. Draft concepts being considered include: “On a first offense, eliminate penalties that result in student-athletes being withheld from competition – regardless of the dollar value of the wagers and including bets placed on other sports at a student-athlete's school – and require education on sports wagering rules and prevention; on a second offense, potentially involve withholding penalties, depending on the dollar value of the bet(s) in question; and on a third or subsequent offense, resulting penalty could be a loss of one full season of eligibility.” The Committee on Student-Athlete Reinstatement will finalize recommendations by this month with a final Council Coordination Committee expected at the end of October. The NCAA likely will not grant another roster waiver in baseball, “which means any changes moving forward would need to be accomplished via the usually lengthy legislative process,” per D1Baseball’s Kendall Rogers, who adds: “There’s only one issue with that – there’s still a conference-sponsored legislative moratorium within the NCAA, which means you can’t propose or pass any new legislation until they say go.” Sources tell Rogers the moratorium is expected to be halted either at the end of the year or early 2024. “There are other mechanisms in place to get legislation passed right now, but with everything else on the Division I Council’s plate, it’s hard to imagine baseball getting priority.” The preferred roster model now, per Rogers, would be to stick with the 40-man, eliminate counters altogether (meaning 40 players could be on scholarship) and eliminate the 25% scholarship minimum. ABCA Executive Director Craig Keilitz says he expects to address the adoption of a redshirt rule at the organization's upcoming convention and notes ABCA and most coaches want a rule that allows student-athletes to play in a few games a season without losing a year of eligibility. Baylor AD Mack Rhoades joins Sic ‘Em 365 to discuss the Big 12 meetings in Dallas which included all 18 current and future members, share his thoughts on football and basketball scheduling and more. Rhoades acknowledges a 20-game hoops schedule is “certainly an option,” adding: “You’ve got to be thinking about do you want a bye week, if you do with a 20-game schedule you probably need to begin conference play before Christmas rather than after Christmas. So there’s a lot of that going on, but I think we’re going to land that here pretty quickly.” Rhoades also notes that whatever the league decides for men’s basketball doesn’t necessarily mean the same has to be done for women’s basketball and vice versa. Rhoades also says the conference has not been in contact with Washington State a/o Oregon State about possible membership but says those are “two schools that somehow, some way deserve to remain in a Power 5, Power 4 conference. … I think right now everybody’s kind of hit pause and trying to digest and because we’re in the throes of football” it’s “all hands on deck for everybody.” Full Q&A. One Big Ten football recruiting coordinator tells On3’s Pete Nakos the team supports the 45–day transfer portal, adding: “A majority of the student-athletes entering the portal entered during the first week of it being open. It doesn’t change how we operate a ton. We know those conversations with student-athletes before the portal opens will become even more important. Felt like last year the portal window dragged some.” Overall, those Nakos talks with don’t believe there will be any major changes, though one longtime SEC recruiter predicts that “it will just cause the chaos to be more compact. You’ll have to be more spot on with your evaluations and communications and have everything buttoned up from an NIL standpoint. Fifteen days less isn’t all that hard to work around, but just means you’ll have to be on your game from the start.” More. (link)

ESPN’s Dan Murphy observes the “NCAA voted to restrict the windows of time where athletes can transfer. This helps coaches, not athletes. The chair of the Student-Athlete Advisory Council is ‘pleased’ that the athletes' voice was ‘acknowledged.’ One problem: The chair is not a current athlete. He's a coach.” Former SAAC Chair/current attorney Maddie Salamone: “This is the entire problem with SAAC and the way the NCAA convinces them they are being heard…along with the fact that they are manipulated into believing that proposals that only hurt athletes are actually good for them in some way.” (link)

Athletes.org Co-Founder Jim Cavale talks with the Indianapolis Star’s Zach Osterman about AO’s vision and notes that, like INFLCR, it’s entirely possible that strategy could shift in accordance with changes in the market. Cavale explains AO could evolve with the varying needs of student-athletes in different sports, different conferences or even different divisions. While he acknowledges AO could serve as a starting point for unionization, Cavale warns against assuming that’s the goal. “Could certain chapters from Athletes.org be the impetus for a union if it’s required? For instance if big-time college football broke apart into its own league? Could the conference chapters for those football players evolve into a union? Sure. We’re going to adapt to where the market goes.” Regardless of where the market does go, Cavale believes this is “our last chance to come up with our model of the future before we’re made to do so.” (link)

Ole Miss has been assessed a $75K penalty due to the interruption caused by fans throwing debris on the football field during the LSU game. The Rebels are also required to use all available resources to identify fans who caused the disruption, review game management procedures and alcohol availability policies, and provide a summary of its efforts to the SEC. Commissioner Greg Sankey: "The disruption and delay of Saturday night's game must never be part of any SEC event. These actions are consistent with the oversight assigned by the membership to the SEC office, including the financial penalty and mandated reviews." The SEC’s release also states that the “Conference is not suspending alcohol sales privileges for the University of Mississippi at this time but reserves the right to do so if other requirements outlined above are not met.” (link)

USCHO’s Paula Weston examines the new era of college hockey commissioners after what NCHC Commissioner Heather Weems describes as a “Mount Rushmore” of multiple leaders, including former ECAC Commissioner Steve Hagwell, former Atlantic Hockey Commissioner Bob DeGregorio, former NCHC Commissioner Josh Fenton and former Hockey East Commissioner Joe Bertagna, among others, who guided the sport for many years. Big Ten Senior Director for Sports Administration Adam Augustine is among those in the new guard and sees the recent turnover as fortuitous for the sport. “It’s not just the fact that there’s been so much change. It’s that the change continues to accelerate on top of that. Issues emerge and there are a lot of structural, systemic, existential-type issues that are out there for college athletics right now. To line that up with the moment where you have so many new voices in that commissioners’ room or across the country in influential positions, to me that’s all really exciting. I think we all have to approach this understanding that we don’t know what we don’t know, but so far I’ve been very impressed with the room.” More from the new group of leaders. (link)

Temple-focused Tuff Fund Director Andy Carl in a recent Zoom call with several Owl Club donors called the school’s NIL efforts “woefully” behind, explaining that “We lack participation. We lack understanding. And we lack financially. Nationally, I don’t know if our collective is in the top 200 of funds.” Carl noted the fund has raised roughly $100K over two years and said: “I think last year I put in a third of all the money myself.” Tuff Fund Co-Founder Seth Goldblum added: “It’s not OK. We can come up here and present everything is OK, but guess what? The house is on fire.” Carl tells the Philadelphia Inquirer’s Mike Jensen that most fans believe they should at least be outpacing St. Joseph’s and La Salle, but “I know we’re behind. It’s not like I’m seeing a bank account, but every account secondhand, we are behind those two schools. That’s not against La Salle or St. Joe’s, but I feel like we are higher on the hierarchy. Our [athletic] budget certainly reflects that.” (link)

LSU announces football student-athlete Greg Brooks has been diagnosed with medulloblastoma, a rare form of brain cancer, and the Tiger Athletic Foundation has launched The Greg Brooks Victory Fund to help cover expenses. Thankfully, Our Lady of the Lake Health Chief Medical Officer Dr. Catherine O’Neal says the surgery to remove the tumor last month was successful and “there is no evidence that the cancer has spread.” Brooks will, however, undergo months of “intensive rehabilitation.” (link)

It’s a NCAA News Day…
+ The NCAA is officially shortening the transfer window from 60 days to 45 in all sports, effective immediately, The Athletic’s Nicole Auerbach reports. She notes the transfer portal for football will be open for 30 days at the end of the regular season and then 15 days in the spring. Meanwhile, the portal will open for men’s and women’s basketball players for 45 days after the regular season ends. Specifically, Auerbach notes the 30-day window for football will begin the Monday after FBS conference championship games. Those who play in the College Football Playoff will have an additional five-day window in January. A second transfer window of 15 days for all football players will open during the second half of April. In men’s and women’s hoops, the 45-day windows will open the Monday after Selection Sunday. + The DI Council also voted to eliminate the annual limit on initial counters in both FBS and FCS (previously 25 and 30 per year, respectively, per program). The council had suspended initial counter limits in 2021 due to uncertainty regarding the pandemic and the implementation of the one-time transfer exception. The council also voted to eliminate attendance requirements for FBS schools, effective immediately; officially increase the application fee for transitioning from DI to DII from $5K to $5M; and require all FBS programs to provide 90% of the total number of allowable scholarships over a two-year rolling period across 16 sports, including football. FBS schools will also be required to fund 210 scholarships each year, amounting to no less than $6M annually (effective August 2027). (link)
+ Also from the NCAA: Per The Athletic’s Nicole Auerbach, the FBS Oversight Committee introduced into the pilot legislative process a measure which would prohibit institutions from arranging photographs or photographing recruits and those accompanying them on unofficial visits. Auerbach notes a “lot of administrators and coaches have complained about photoshoots and the effort they require from staff.” (link)
+ The NCAA will advocate for updating existing state sports betting laws to “protect student-athletes from harassment or coercion, address the negative impacts of problem gambling and protect the integrity of NCAA competition.” Specifically, the NCAA is calling for mandatory reporting hotlines to report such behavior to law enforcement, increased penalties for bettors who harass student-athletes and mandatory education for operators to help identify harassment. Further, the NCAA believes any sports wagering advertisement also should include information about the harassment hotline, problem gambling and prohibitions on harassment related to sports wagering. Revenue generated from sports betting, the NCAA adds, should be allocated in part toward education to support the higher-risk college student population, including student-athletes. The association also contends states should have regulations identifying prohibited bettors and prohibit individuals younger than 21 from gambling on sports. More. (link)

Also on the DI Council’s agenda this week was an overhaul of the men’s basketball calendar. CBS’ Matt Norlander reports April “will no longer have an evaluation period for college coaches to scout high school prospects. Because there are so many transfers in the modern game, that month is now being prioritized by coaches to reestablish their rosters and use their recruiting time to either host transfers or fly to visit them in their home areas.” Additionally, May will include “one non-scholastic recruiting weekend in addition to an elongated dead period that will not permit coaches or recruits to see each other.” Holidays including Mother’s Day, Father’s Day, Juneteenth and Fourth of July will also be dead days. In June, two scholastic recruiting weekends are likely to remain instead of a proposed consecutive five-day period, and the NCAA Basketball Academy is slated to return in July. Also from Norlander: “In August, a two-week-long dead period will be introduced. What isn't on the calendar: a true ‘blackout’ period wherein coaches and recruits are prohibited from having any contact whatsoever” despite lobbying from many coaches. (link)

Northwestern AD Derrick Gragg talks with Inside NU’s Bradley Locker and David Gold about a myriad of key topics from Evanston. Gragg insists donor support has not been impacted by the department’s problems over the summer. “We’ve been able to rely on the alumni, the families and the donors here for many, many years. I think that that’s going to continue. We just finished the Combe Family Tennis [Center] indoor facility, and that was based on great donation from a lot of our alumni donors. So, we haven’t seen a drop-off as it relates to that.” When asked about his own job security: “I think when you’re in this position, I wouldn’t say worried about it. You always know that when decisions are made on this level, you have to be prepared for scrutiny, criticism, backlash or the fallout. I’ve been involved in many situations during the course of my 30-year career, but I have a compliance background. I believe in doing things the right way. The one thing that I can say is with that background, I learned a long time ago to act with integrity, do the right thing, receive information, report it to the right authorities. USA Today’s Kenny Jacoby reports that in former Michigan State Football HC Mel Tucker’s sexual harassment case, “four low-level staffers could play outsized roles in determining his culpability.” Namely, two current football staffers and one former assistant are among the witnesses who were interviewed by MSU’s outside investigator. Each had been involved in arranging or canceling campus visits by Brenda Tracy, and Jacoby notes that “their accounts could help answer a key question in the case: Was Tucker’s cancellation of Tracy’s planned return visit to campus intended as punishment for rejecting his advances? If so, he could be found to have engaged in quid pro quo sexual harassment, the investigation report suggests.” Jacoby also notes that “none of the three football staffers told the investigator they witnessed anything inappropriate or unusual between Tucker and Tracy. One, however, said Tucker had previously given a different reason for the cancellation that contradicts Tucker’s own account. A fourth witness, Tracy’s longtime friend and booking assistant, Ahlan Alvarado, had provided the investigator with emails and text messages that corroborated aspects of Tracy’s version of events and refuted aspects of Tucker’s before she died in a car crash in June.” More from Jacoby. Austin has parted ways with Women’s Soccer HC Tony Minatta, who had been accused of emotional abuse by several former players, though SFA did not indicate that the decision was related to those accusations. The team was 1-11-1 so far this season, and Lumberjacks AD Ryan Ivey said: “Tony was able to accomplish many positive things for our soccer program, including two championships in the 2020 and 2021 seasons. Unfortunately, we have not made the continued progress needed and I believe we need a change in coaching leadership for the long-term sustainability of the program.” (link)

+ The Title IX & negligence lawsuit involving Baylor & some of its former leaders - current Liberty/former Bears AD Ian McCaw & former Football HC Art Briles - has more guidelines as it nears jury selection on the 13th of this month. From ESPN’s Paula Lavinge: “U.S. District Judge Robert Pitman set the rules for the upcoming trial at a hearing Wednesday and said he would be questioning potential jurors because of the ‘sensitivities" in the case.’” BU VP for Marketing & Communications/CMO Jason Cook, in part, via a statement: “Baylor is prepared to present evidence and testimony to the jury as we seek a fair resolution in this matter. The lawsuit involves allegations of physical assaults within the context of a dating relationship between two young adults -- not sexual assault. Baylor coaches and employees -- in Athletics and across the campus -- did the right things in this case by offering and providing resources and support services to the plaintiff.” More. (link)
+ A settlement conference has been ordered in the case involving LSU and former Tigers Assoc. AD for Football Recruiting & Alumni Relations/current National L Club President Sharon Lewis, who in 2021 sued the university for allegedly subjecting her to a hostile work environment and retaliating when she reported the suspected sexual harassment of a student. She further claims her dismissal was due to racial prejudice and gender discrimination. Should the case go to trial, Lewis’ attorneys plan to call 33 witnesses to the stand, including LSU President William Tate IV, former Interim President Thomas Galligan, current AD Scott Woodward, former AD Joe Alleva, former Football HC Les Miles and current Football HC Brian Kelly. Not every witness on the documents may actually be called to testify. (link)

Facility Features…
+ North Dakota breaks ground on Memorial Village II, which includes a new softball facility that can seat more than 500 spectators as well as market-rate housing and mixed development facilities. The goal is to have a playable field by the end of next summer and apartments ready for lease by March 2025. The softball facility will be named in honor of Dave and Alexa Albrecht, who provided lead funding for the project. (link)
+ Oregon’s campus planning committee has approved a site recommendation for the Ducks’ on-campus beach volleyball facility. The recommendation will now be sent to President John Karl Scholz for approval before the design process can begin. The design will then be subject to approval once again by the planning committee and Scholz. (link)

+ In follow-up to a successful joint venture that saw the pair create ProhiBet, SBJ’s Bill King reports U.S. Integrity & Odds On Compliance will merge in a deal to be closed by the end of the month. U.S. Integrity founder Matt Holt will handle CEO duties with Odds On CEO Eric Frank as the President. Notably: “Sports tech venture firm Seventy Six Capital is an investor in both companies.” (link)
+ In a deal brokered by the Utah-focused Crimson Collective, all 85 scholarship members of the Utes football team will receive a new 2024 Dodge Ram 1500 Big Horn from the Ken Garff Automotive Group. Yahoo’s Ross Dellenger reports the “trucks will be leased to each player as part of individual six-month contracts that are expected to roll over contingent on a player’s eligibility and enrollment at the university. Leases end when a player’s eligibility expires or they choose to transfer. The collective will also cover the insurance for each truck.” Garff says the initiative will continue as long as it’s working and drawing attention to the causes supported by the collective. (link)
+ Adidas has inked NIL deals with Washington QB Michael Penix Jr. and WR Rome Odunze, the company’s first such agreements with football student-athletes.
