The DI Council has introduced a proposal to change rules for pre-enrollment activities in men's ice hockey and skiing that would enable prospects who participate in major junior ice hockey or on professional teams to retain NCAA eligibility as long as they are not paid more than actual and necessary expenses as part of that participation. Illinois AD/Council Chair Josh Whitman: "As the council continues its review of the full spectrum of NCAA eligibility rules, this proposal, focused on a singular issue, represents a pragmatic step in aligning skiing and men's ice hockey with other sports in terms of allowable pre-enrollment activities.” The proposal will be considered during the council's November meeting. If approved, the proposed effective date would be Aug. 1, 2025. The council also continued its discussions about other eligibility concepts, including pre-enrollment eligibility concepts, as well as seasons of competition and redshirt rules for sports other than football, and Whitman says: "The council is discussing the possibility of developing a comprehensive package of proposals to address eligibility issues presented by the current era of college sports. … We anticipate introducing proposals in the coming months that would consistently, meaningfully and responsibly change eligibility requirements to offer the best possible experience for student-athletes and schools." Big 12 Commissioner Brett Yormark tells Front Office Sports’ Amanda Christovich he’s unconcerned about the SEC-Big Ten meetings this week: “I don’t wake up thinking about the Big Ten and the SEC. I really focus on how does the Big 12 become the best version of itself? If we do that, we’ll take care of business in the right way. Obviously, it’s received a bit of press, but not focused on it. Ohio State AD Ross Bjork talks about this week’s Big Ten-SEC meetings and tells The Athletic’s Scott Dochterman: “There are just so many commonalities between the two conferences. We have the biggest brands. Obviously, our TV packages are comprehensive in nature. Our stadiums are packed. Given where we are with the overall landscape of college athletics, those who see things in a common way, to me we need to get together, and we need to discuss how we chart the course, while also understanding there’s the legal landscape that we have to pay attention to and understanding what we can and can’t talk about.” Illinois AD Josh Whitman adds: “The NCAA has many wonderful virtues, but large systemic change is not one of the things that the NCAA excels at. It’s an intense bureaucracy. It’s not built to make revolutionary change. It’s made to make incremental changes, and it feels like we’re at a moment where we need leadership across the industry. If there is the opportunity for a conference or a group of conferences to come together and be a spearhead for needed change because we have a little more agility, we have a little more alignment around values, around resources, then I’m hopeful that perhaps our conferences can sort of open the logjam and allow for the business of college athletics to begin to flow again.” Meanwhile, Iowa AD Beth Goetz tells Dochterman: “You certainly could come out of and would hope to come out of this meeting with some next steps. Whether those are continued progress towards a particular outcome and or something you could decide on in the moment, generally, I just think it’s a really great opportunity.” (link)

Asked by SBJ’s Ben Portnoy about College Sports Tomorrow’s Super League proposal, ACC Commissioner Jim Phillips responded: “I don't want to speak to any specific model, but when you're going through a period of time, as we are now, I think we’re all wise [enough] to at least listen and understand and learn any and all options that may be possible. You run those down through questions, through education, through understanding of what some of the elements would be of whatever that structure is. But we are all striving for a new model that has a chance to be sustainable now and into the future.” Phillips also said talks between the ACC and ESPN are ongoing as ESPN’s 2025 deadline to extend the deal looms. “We’re in a good place. We continue to talk about ways we can garner and create more value for both of us since we are 50/50 partners. Those have been very healthy conversations on a really regular basis – if not daily, certainly every other day we're engaged with our partners.” (link)

“A super league-like structure is coming to college football eventually,” according to The Athletic’s Ralph Russo, and Simplebet Co-Founder/CEO Chris Bevilacqua tells him: “Even in the month or so of conversations that I’ve had across the spectrum with presidents and ADs and commissioners, I can tell you that there is a very broad consensus that the system is broken. It’s not a matter of if, it’s a matter of when and what the eventual output or structure is.” Bevilacqua, who is also part of the group behind College Sports Tomorrow, adds: “We have to sort of all together, step back and look at this and say, how do we come up with a solution that doesn’t serve only a few but serves the entirety of membership and the student-athletes and the media partners and, most importantly, the fans and alumni, the ones that are enjoying this great sport.” The biggest hurdle continues to be getting the SEC and Big Ten on board, which appears unlikely, given SEC Commissioner Greg Sankey’s comment last week that “I don’t want to dumb down the Southeastern Conference to be a part of some super league notion with 70 teams that some people speculate would happen. They want to be us, and that’s on them to figure it out, not on me to bring myself back to earth.” Bevilacqua believes Sankey’s view is, per Russo, “short-sighted and underestimates the value of a big-tent version of college football.” In his own words, Bevilacqua says: “You, the SEC and the Big Ten, can be the big fish in a small pond or you can be the biggest fish in a much bigger pond.” (link)

NCAA SVP of Business Performance Brian Higgins joins Connect's Steph Garcia Cichosz to dig into the use of data in the most recent round of NCAA Championship site selections. Higgins also talks about the importance of incorporating fan demographic data into sport-specific sites, the value of data in elevating women's sports, long-term priorities for his unit within the NCAA and more. Higgins on the importance of the fan database: “We pick up data on our fans today from when they buy tickets – especially to our Division I events, those are all electronic tickets now – so you have to put in your email address and a little bit about yourself and that helps us know where you are and at least what sport you’re willing to spend money on to go see in person. People fill out brackets on Ncaa.com and sign up for contests and and things like that and all that data comes together for us to know more about our fans know – what they like, what teams they like…[and allows the NCAA to] let them know there's a cool event in their area, let them know their favorite team is playing in their city – all of those things to activate college sports fans and show them events that we think they’ll like whether that’s on TV or in person.” Full discussion on Connect. Colorado AD Rick George believes the collective model will eventually change, positing that “we will bring everything in-house at some point. The student-athletes that can earn NIL will still have that ability to go above the cap, based on the settlement, to create business partnerships like Travis Hunter has with NerdWallet and Shedeur Sanders with Nike. I feel like we’re in a good spot today. We probably weren’t a couple years ago.” On how CU will approach scholarship limits, George remarks: “We may not go to the limit in some sports, we may in other sports. That’s something that we’re working through, but when the dust settles, it’ll be in compliance with Title IX.” George is also confident the Buffs won’t have to go down the path of eliminating sports. “We wanted to provide the similar opportunities today that we have for all of our student athletes. We also want to be as competitive as we are today. We don’t want to cut any sports and we want to provide similar benefits for our student athletes and what that will look like in a revenue share, those are some of the questions we don’t know yet. Opendorse co-founder Blake Lawrence identifies an underreported component of the House settlement, pointing out that several Heisman winners, including former LSU QBs Joe Burrow and Jayden Daniels, former USC QB Carson Palmer and former Oklahoma QB Baker Mayfield, won the award during their redshirt senior seasons: “With the new House settlement rules…[student-athletes are] limited to four years of rev-share payments. That means if you come in and you redshirt your freshman year, you got a medical redshirt in the middle of your career and you're heading into that fifth season, you've already gotten paid four years. So, what do you do? Do you stick around and play for free or do you leave for the pros before probably the best season of your career. We've seen NIL money keep college athletes in college longer, but with new House settlement and the rev-share we could see that trend reversed.” (link)

Sportico’s Michael McCann unpacks U.S. District Court Judge Catherine Eagles’ denial of a preliminary injunction sought by North Carolina women’s tennis student-athlete Reese Brantmeier to prohibit the NCAA from enforcing its prize money rules against college athletes. Eagles explained that a preliminary injunction is an “extraordinary remedy.” Eagles also wrote the “evidence of harm to competition from the prize money rules”—the central thesis of the antitrust argument—“is remarkably thin” and explained that Brantmeier has not presented enough evidence regarding how many college athletes play each sport, how many prize money opportunities exist in each sport and the likelihood athletes within each of those sports would win prize money. Per McCann, Eagles was further “unpersuaded by Brantmeier’s argument that prize money restrictions reduce the number of college athletes who play in prize money tournaments. The judge reasoned the relevant market for Brantmeier’s case concerns college athletics, not non-NCAA events. … That’s not to say the NCAA fully convinced the judge it is on the right side of the law. … Brantmeier, who could appeal the ruling to the U.S. Court of Appeals for the Fourth Circuit, has not lost her case. Even though she has failed to obtain a preliminary injunction, she could ultimately win a jury trial over the same set of issues.” (link)

Yahoo’s Ross Dellenger breaks down “Project Rudy,” a “super league-esque concept — separate and more simplified than the one made public last week — that incorporates football programs of the four power conferences in a 70-team structure.” The project, which has been presented to more than 25 power conference ADs in the last four months, proposes to preserve the “four power conferences, expand the postseason, overhaul scheduling, tier revenue distribution and, most importantly, infuse as much as $9B of private capital cash into the system.” The architects behind the project – former Disney execs Evan Richter, Kevin Mayer and Tom Staggs – work for Smash Capital, and they recently recruited former Notre Dame AD Jack Swarbrick to join the team. ” Miami (FL) AD Dan Radakovich tells Dellenger: “Of all the ideas I’ve seen, this one makes the most sense. Conferences are kept intact, commissioners still have an important and valuable role, and there is the ability for schools to make increased money from bigger matchups and more playoff games.” As for the plan itself, Dellenger reports it is built on two main principles: arranging more games between power conference programs by eliminating all games against Group of 5 and FCS opponents; expanding the playoffs; and pitting blue-blood powers more often against one another; and consolidating the media rights of the 70 schools under one agreement, instead of the current structure of five different packages (one for each power league and Notre Dame). The plan’s other concepts — tiered distribution with relegation, for instance — hinge on the cash boon from those two ideas. According to the slide presentation, the proposed changes will result in an increase of media and sponsorship revenue of about $15B over a 12-year period. … An upfront infusion of $5.3B in private capital — borrowed from future media revenues — would provide schools immediate cash during a three-year transition period, helping them buy out non-power opponents and supplementing their annual television distribution. Tiered revenue would break down roughly to $130M per top 16 school in Year 1 to $250M in Year 12. The next 22 schools would earn $60M to $110M, while the last 30 schools would bring in $30M to $60M. The idea would need the blessing of SEC Commissioner Greg Sankey and Big Ten Commissioner Tony Petitti, who declined to comment for the story; however, Dellenger reports that several officials at their schools agree the conferences can figure this out for themselves, with one SEC AD saying: “We don’t need a middleman.” Lots more. As SEC and Big Ten leaders prepare to meet to discuss the future of the industry this week, SEC Commissioner Greg Sankey tells CBS’ Brandon Marcello: "It's an opportunity to learn from our athletic directors together. That's the primary objective. How that guides us in this time of change, I think, is an important opportunity for a conversation." Topics expected to be covered include more scheduling opportunities that could lead to new TV packages and revenue streams and enforcement models for collectives, and Sankey says: "I don't think we ever predicted we're going to automatically change the world. I have said repeatedly we want to bring people into the conversation, so our athletic directors are part of that, and I'm sensitive to the others involved as well in Division I, particularly in the autonomy level." Sankey takes issue with the narrative that the SEC is pushing for increased AQs for the College Football Playoff, telling Marcello: "The SEC pushing? I haven't talked about it. I watch these things being written, and I made a quip that nobody calls me. I've not talked about automatics since January, February, and we're going to see what happens in the Playoff this year. I'm attentive to how the selection committee makes decisions and forms the field, and then we'll have an opportunity to make some more decisions on the other side." As it relates to the problems facing the power conferences, Sankey recalls a Football Oversight Committee subcommittee discussion on practice seasons that had more participation from the Pioneer League than the Big Ten or Big 12: "Sitting in big rooms filled with people trying to solve big problems does not work. If you have not figured that out yet, then we better change our thinking." (link)

New Mexico has “informally formed” an AD search committee, according to the Albuquerque Journal’s Geoff Grammer, who reports that the lack of appointing a formal search committee doesn’t mean that work doesn’t continue behind the scenes. “And that doesn’t mean plenty of candidates haven’t already begun pursuing the gig, just not through UNM at this point. … Parker [Executive Search] last week posted the UNM AD job on its site and on certain industry sites.” The contract between UNM and Parker was signed on September 9, though it remains unclear if that date constitutes the start of the search, which is significant because according to the proposed timeline from Parker, the firm would meet with the search committee within five days “from the start of the search” to discuss expectations of candidates. The timeline also indicates that the job would be posted on Parker’s website 10 days after the search began (it was posted last week) and on UNM’s website (it had not appeared as of Monday), per Grammer, who adds: “The search committee was to be given an update at the 17-day mark and have Parker’s initial list of six to eight candidates on Day 23. By Day 35 or 36, the committee would conduct initial interviews and finalists would be interviewed on Days 42-44 with Stokes naming the new AD on Day 45 after the search’s official ‘start’ date.” (link)

Colorado AD Rick George says neither the Buffs nor the Big 12 will shy away from competition when it comes to vying for spots in the College Football Playoff: "Look, the Big Ten and SEC, I’m glad they’re having conversations, but there’s no liability in the Big 12. We can compete against those two conferences, we will compete against those conferences and we’ll let the chips fall where they may. I like where we’re at at CU, I’m thrilled that we’re in the Big 12 and we’ve had a lot of success here and I think we’ll see a lot of success in the days to come. … You can read what you want to read out there. I think the public would like to see a playoff similar to basketball, where you earn your way in. I think the process that we have right now, where there are five automatic bids (for conference champions) with seven at large bids, I think that’s where it should be. I think that’s what people want to see. They want to see people earn their right to be in that." George goes on to say he hopes Football HC Deion Sanders finishes his career in Boulder, adding: "For us, and I think Coach would sit here and tell you, we're on the same page with where we want this program to go. I think what he's done has been incredible; I like the culture he's created, and I see it on a daily basis with his student-athletes and his coaches. Jackson State has declined to comment on the status of a $1M pledge from Sean “Diddy” Combs, who is in custody after being charged with sex trafficking and racketeering conspiracy offenses last month. According to The Clarion-Ledger, the donation was supposed to be distributed in equal shares over three years, with the first $332K released last June, and Sportico’s Eric Jackson notes that it is “unclear if JSU received the second installment that was set for this year, with the third slated to be released in 2025, according to former interim president Elayne Hayes-Anthony. The commitment from Combs was part of a wider initiative to advance financial literacy for black students and support HBCUs.” (link)

The Men's and Women's Basketball Oversight Committees adopted changes to first-contest dates for regular-season competition. Beginning with the 2025-26 season, schools can begin playing their first regular-season contests on the Monday that is 22 weeks before the start of the men’s and women’s basketball championship finals. Currently, the length of the playing season fluctuates between 21 and 22 weeks depending on when the championship games occur. (link)

According to a new study conducted on behalf of the NCAA by Signify Group, abuse by "angry sports bettors" is one of the most common types of harassment college athletes receive, making up at least 12% of publicly posted social media abuse. For its study, Signify Group analyzed social media accounts for more than 3,000 college athletes, approximately 500 coaches, 200 event officials and 165 teams during the 2024 College Football Playoff, men's and women's basketball tournaments, men's and women's College World Series and volleyball and gymnastics championships. ESPN’s David Purdum: “The analysis flagged 743 abusive or threatening messages referencing betting or match-fixing allegations, with 73% of them occurring during March Madness. Women athletes received approximately 59% more abusive messages than men. The issue occurred even in sports that are less popular with gamblers, including softball, where 24% of abusive messages flagged were from angry bettors. The NCAA emphasized that the analysis covered only public-facing threats, not private messages, where, according to Signify executives, harassment is likely worse.” The NCAA will publish the full findings on Thursday. Hurricane Milton has resulted in the postponement of this weekend’s Valparaiso-Stetson football game and several matchups slated to take place at UCF. Originally slated for Wednesday night, the UCF-Colorado volleyball match will now take place Sunday, Oct. 13, at noon inside The Venue. UCF and Arizona have changed the location of Thursday’s women’s soccer match to the University of Houston’s Carl Lewis International Complex. Men’s soccer will host fifth-ranked Marshall at 5 p.m. Sunday at the UCF Soccer Complex instead of its originally scheduled matchup Friday night. The men’s tennis ITA Southeast Regionals will now be held Saturday, Oct. 12 through Wednesday, Oct. 16 at USTA National Campus. As of now, UCF’s Friday volleyball match versus Iowa State is still scheduled for 7 p.m. inside The Venue and Saturday’s football game against Cincinnati remains slated for a 3:30 p.m. kickoff from FBC Mortgage Stadium. CBS college basketball analyst Seth Davis on October 28 will launch Hoops HQ, a paywalled site focused solely on men’s and women’s basketball. Davis tells Front Office Sports’ Michael McCarthy the biggest differentiator for Hoops HQ will be access. “I’ve been doing this for 30 years. I have a lot of relationships. The people I don’t know are hopefully familiar with my work. We’re not click-baiting; we’re not aggregating. We’re going straight to the news-makers—and talking to coaches and players and covering games. … Because of my access, I can get coaches on the phone or players on a Zoom and just do a quickie video, that might not warrant an article, but we can put it behind a paywall on the site and also blast it out on social media, Our social media strategy is going to be elite—because it has to be. We hired the social media editor before we hired the staff writer.” McCarthy reports Davis is partnering with New York media company InsideHook to launch Hoops HQ and the site will be financed by billionaire Steven Klinsky of New Mountain Capital. Davis will get an undisclosed amount of equity and serve as co-ounder and editor-in-chief. Subscriptions are expected to cost $4.99 per month or $49.99 per year. (link)
