Last week, the NCAA asked S&P Global to withdraw its most recent AA bond credit rating. According to Sportico’s Daniel Libit and Eben Novy-Williams, the “decision came as the NCAA readies a final $1.5M payment to retire a series of 2012 revenue bonds, which would bring to an end a quarter-century saga of financing expenses through municipal debt. The final payment for what started out as $13.5M in bonds is due May 1. Once it clears, an NCAA spokesperson says, the organization will be ‘entirely debt free,’ with ‘no plans to borrow additional funds at this time.’ The spokesperson insisted that the decision to withdraw the credit rating was done to save money, and not because the NCAA believed it was about to be downgraded. That position was affirmed in a press release S&P put out on Friday, in which it called the NCAA’s outlook ‘stable at the time of withdrawal.’” (link)

The SEC, ACC, Big Ten, Pac-12 and Big 12 released a statement concerning preliminary approval of the House settlement: “The preliminary approval granted today by Judge Wilken is another step in providing increased benefits to student-athletes while maintaining an enduring education-based model for college sports. We will continue planning for implementation of the terms of the settlement in anticipation of moving toward a more stable and sustainable system for all of college athletics.” (link)

Following the preliminary approval of the House settlement, Yahoo’s Ross Dellenger highlights some of the finer points, noting that “schools have a choice to opt out of settlement terms, thus prohibiting them from sharing revenue. Many FCS & basketball-playing programs plan to opt out of the settlement. There is ongoing debate on future competition between P4 schools & those that opt out.” Dellenger also points out that the settlement will require NCAA rule changes. As such, the DI Council is expected to eliminate the National Letter of Intent, apply the football redshirt rule (can play up to 30% of a 5th season) to all sports and “permit athletes to receive prize money/pay before enrollment.” (link)

Former Ohio State AD Gene Smith over the weekend commented on reports that OSU is considering cutting men’s gymnastics scholarships, saying: “We’ve been blessed to provide the highest level of support to every 36 sports that we have. You’re not going to be able to do that anymore.” Smith cited Stanford’s plan to cut several sports amid the pandemic, noting that “they brought them back, but they didn’t bring them back with the same level of support. Somewhere along the line, revenue has to grow and that will happen but expenditures have to be reduced and I don’t know how that’s going to happen but schools are talking and thinking about that now. … Find a way to make it a quality educational experience for them. Even though they’ve lost those things, they’ve got a lot of other things that they retain, whatever that is. Try and make sure they embrace that and take advantage of that.” Beyond that, Smith suggests finding other ways to fund scholarships. “Let’s say there’s no scholarships from the athletic department, that doesn’t mean they’re not academically talented enough to get academic scholarships. You just have to think differently. Obviously, with our student athletes, they’re academically talented.” (link)

Missing from the list of executives associated with the College Student Football League last week was NFL Chief Media and Business Officer Brian Rolapp, Puck’s John Ourand observes, adding: “Back in the spring, Rolapp worked closely with the group, though he always stressed that he was not representing the NFL in his dealings. Rather, he told people that he had a personal interest in helping college football evolve. (One of Rolapp’s sons played football for Michigan and another is already being highly recruited.) I’m told that Rolapp voluntarily pulled away from the organization as it started to gain traction. He was personally involved in fixing what he views as a broken system, but he recognized the inherent conflict between his role as the NFL’s No. 2 executive and a group that is trying to remake college football. Still, Rolapp’s involvement irked many influential executives in the business—in fact, several sources told me that SEC Commissioner Greg Sankey and his counterpart at the Big Ten, Tony Petitti, complained during meetings with Goodell. TV network executives similarly raised the issue during numerous meetings with the commish. After all, all of the NFL’s TV partners—CBS, ESPN, Fox, NBC—have preexisting college deals and aren’t keen to see the college model overturned, at least not without their participation.” (link)

According to a letter co-signed by UNLV President Keith Whitfield and Nevada President Brian Sandoval, the two had no advance warning of the planned departures of Boise State, Colorado State, Fresno State and San Diego State. The letter, which was sent to regents, adds: “The leadership of the University of Nevada, Las Vegas and the University of Nevada, Reno have been in contact with each other and have had conversations with MWC Commissioner Gloria Nevarez and the remaining athletic teams about the future of the Conference. There is a certain amount of fluidity to how we will navigate this situation. UNLV and UNR will continue to work closely with each other and the Conference to explore the options available to its Members.” The letter continued: “We are committed to working together as the situation evolves and will keep the Board (and Chancellor) informed of the latest developments. Per…the NSHE Handbook, any decisions regarding conference realignment requires Board of Regents review and approval.” (link)

Former Eastern Kentucky/Pittsburgh/Arkansas/Kansas AD Jeff Long sits down with longtime athletic administrator Mónica Lebrón to offer advice on navigating career transitions, assessing opportunities and incorporating family into the journey to the Big Chair. In reflecting on his various career moves, Long notes: “It was very important for me that [the president at a potential next stop] knew who I was and what I stood for…what I would stand for and what I wouldn’t stand for.” Long and Lebrón also talk about the impact of mentors, the value of self-reflection and the importance of maintaining a growth mindset about one’s weaknesses. Long says he had a “debilitating fear of public speaking” but “I knew if I wanted to achieve being an athletic director at the highest level I could achieve, I had to overcome that. Now, candidly, have I ever really overcome it? No, I'm still sitting down for this interview very nervous. If I was addressing the Razorback Club, I was nervous, I couldn't eat before, I'm drinking the water to stay hydrated. I'm sure there's many listening to us today that say, ‘You know, I can't do public speaking.’ Yes, you can.” Lebrón adds: “It’s okay to be nervous. It means you care, you want to do a good job. But keep honing your skills, keep practicing, keep raising your hand.” Full conversation on AthleticDirectorU. (link)

Collegiate Sports Connect leaders Drew Turner and Matt Roberts, plus Connect Senior Director of Sales Zoe Connell sit down with Connect's Steph Garcia Cichosz to dive into the development of Connect 2.0, which includes the buildout of more than 11,000 administrative profiles across Power 4 institutions, along with salary data and the ability to use keyword search in the platform's Talent Finder database. Turner: “So, when an athletic department partner wants to find the perfect fit for the job they'll have complete confidence knowing they’ve looked at the entire market as they look to recruit the position.” Roberts goes on to explain that “we were never trying to completely replace [athletic departments’] talent management and recruitment process. We are supplementing current processes, and I think, as Drew noted, over three years we had gotten to a place where we felt really good about how we were supplementing, but the reality is the reality and we had 10,000 and and now we are adding another 15,000. So, the ability to be just completely comprehensive – and a note about how comprehensive. This isn't artificial intelligence crawling and building profiles. These are human beings building profiles of other human beings. So, we think the data will be rich, certainly accurate. And to the point of accuracy, we have a team that behind the scenes [that reports] every change that happens across the administrative landscape. … Those changes will not just be reflected in The Wire, which is so popular with the readers of D1.ticker, but also reflected on their individualized profiles.” Lots more on the next generation of Connect. UCLA in a modified court proposal says it would increase the rent it pays Veterans Affairs from $320K annually to a total of $600K for the next 12 months for access to its baseball stadium. The amended proposal comes after U.S. District Court Judge David O. Carter last month locked the Bruins out of the stadium. In addition, the university says it will continue its longstanding program of providing health care services to veterans at the UCLA Hospital and Medical School at little or no cost. UCLA also offered to cede at least two acres in 12 months – and potentially more if necessary. The university contends that services provided to veterans are valued at $2.7M. Carter, who ordered that 220 housing units for needy veterans be built on the stadium parking lot site, did not immediately rule on the proposal. (link)

U.S. District Court Judge Claudia Wilken has granted preliminary approval to the House settlement, concluding that “on a preliminary basis only, the settlement complies with the requirements of Federal Rule of Civil Procedure 23 that the agreement be fair, reasonable and adequate,” according to Sportico’s Michael McCann. The process of officially notifying current and former athletes of the terms and claims procedures is set to begin on October 18. Those who would be covered by the agreement will have the opportunity to object or opt out by January 31, 2025, with a final approval hearing scheduled for April 7, 2025. NCAA President Charlie Baker: "We are thrilled by Judge Wilken’s decision to give preliminary approval to the landmark settlement that will help bring stability and sustainability to college athletics while delivering increased benefits to student-athletes for years to come. Today’s progress is a significant step in writing the next chapter for the future of college sports. We look forward to working with all of Division I, and especially student-athlete leadership groups to chart the path forward and drive historic change." USA Today’s Steve Berkowitz notes schools could begin paying their athletes in the first academic year after final approval and the resolution of any potential appeals. “So, in theory, payments to athletes could begin during the 2025-26 school year. And [House plaintiffs’ attorney Steve] Berman has said current and former athletes could begin receiving checks from the damages pool in fall 2025, if not sooner.” McCann: “For the NCAA and the plaintiffs’ attorneys, Monday is a positive development but by no means represents the crossing of the finish lines. There are still miles to go on that front.” (link, link); Berkowitz adds that Wilken’s “order today did not include any specific commentary concerning her reasons for granting preliminary approval other than fairly standard general language saying that she will ‘likely be able to approve the Settlement as fair, reasonable and adequate ... subject to further consideration’ at the final approval hearing.” (link); Full order. NCAA President Charlie Baker sits down with DIII SAAC Chair/Cornell College (DIII) Baseball student-athlete Jack Langan and Penn State Behrend (DIII) Women’s Soccer student-athlete Molly Malachow to discuss a number of topics including next steps from the House settlement. Prior to the settlement being preliminarily approved, Baker: “I think it also gives us a framework that makes it possible for us to go to Congress and say, ‘Okay we solved the big problem. We created a mechanism to deal with revenue-sharing and additional benefits. Help us just codify that so we can end this conversation once for all,’ because the injunction obviously doesn't last forever.” (link)

Kennyhertz Perry attorney Mit Winter agrees that the next step is likely to be schools acknowledging that some athletes are employees for FLSA purposes and that the unintended consequence of that will be the curtailing of non-revenue generating athletics opportunities. “If we assume House receives final approval (or even if it doesn’t), college athlete employment is the next issue facing the college athletics world. House settlement does nothing to address that. We already have an appellate court that said athletes can be employees.” (link)

Big Ten Commissioner Tony Petitti believes there are “some positive feelings towards [NCAA Men’s and Women’s Basketball Tournament] expansion in our league. I just need to hear more about how (the seeding) would work, depending on how many teams they add, what the site looks like, what the first two days look like, because it’s just not as simple as saying add more teams.” Petitti says he does not support overhauling the selection process or securing additional AQs beyond the conference tournament champions. “We’re committed to the NCAA Tournament the way it is.” Petitti understands the hype surrounding women’s hoops with former Iowa star Caitlin Clark will be difficult to duplicate, calling it “an unfair standard going forward. Having said that, what we care about is, does that success lead to more opportunity? So the numbers might not hit the same every week, but overall, I think what I’m seeing across from broadcast partners — our partners across, and some that aren’t — is a renewed commitment to women’s basketball. It’s because it was a proven success. So it can happen again.” Neither the men’s or women’s teams want a divisional structure with the expanded conference, and Petitti explains: “You want to connect the league, right? So playing everybody is really important. I think a big thing if you’ve gone to divisions or do things that’s more regional based, you kind of lose the connectivity of everybody playing everybody. How do you integrate the new members? Well, the best way to do it is everybody’s got to see everybody as much as possible.” More from Petitti, including his thoughts on maximizing hoops interest early in the season. (link)

North Carolina women’s tennis student-athlete Reese Brantmeier’s motion for a preliminary injunction to enjoin NCAA rules limiting the prize money individual sport athletes can accept has been denied. Kennyhertz Perry attorney Mit Winter explains the court “found issues with the complaint’s market definition. It’s likely an amended complaint is filed.” (link); Full ruling. (link)

Iowa brought in $3.2M in revenue after sales tax from 2023 football home games, marking a 29% YoY increase, according to The Gazette’s John Steppe. The Hawkeyes brought in an additional $1.3M via alcohol sales in non-football sporting events, up 45% YoY. The only non-football game to exceed $100K in alcohol sales was the women’s basketball exhibition against DePaul at Kinnick Stadium in October 2023, which brought in $124,024. The men’s wrestling match against Penn State last February had the highest alcohol sales of any event at Carver-Hawkeye Arena, with $88,655. Hawkeyes AD Beth Goetz: “As long as we can continue to provide an environment where our fans can drink responsibly and can be respectful to those around them, I think it’s something that’s continued to be a benefit for us. And certainly there’s some revenue that’s generated there.” (link)

Texas A&M-Commerce President Mark Rudin is proposing the university be renamed East Texas A&M University and has requested that the TAMU System Board of Regents consider the proposal at its meeting next month. Rudin says that if the proposal makes it onto the agenda, a vote would occur on November 7. Rudin: “This choice not only broadens our regional, national and international identity but also reconnects us with our historical roots: ‘East Texas,’ which was part of our university’s name until 1996. … If the Board of Regents approves the name change, it will take effect immediately upon the vote.
