The Athletic’s Auerbach asks NCAA VP of Enforcement Duncan about the “NIL presumption” and how the enforcement team separates fact from fiction when it comes to reports or rumors. Auerbach specifically uses the example of a message board post that anyone could put up without substantiation. Duncan: “I wouldn’t say it’s limited to media stories or social media. We have information coming in from lots and lots of different sources. But we also know that sources have their own agendas. We’ve always got to ask why it is that somebody would put something on a message board. We know that there are folks out there who want to use the infractions process to advance their own agendas, and we work really hard to be discerning consumers of information and know that sources may have their own reasons for sharing information. We don’t want to fall prey to that. We don’t want to be a pawn in somebody else’s scheme. We work really hard to test information that comes in. We’re common-sense people. ... We’re not so cynical that we think everybody’s lying to us, but we’re also not so naive that we believe everything that every booster puts on a message board.” (link)

Further, headlining attorney Mars shares his incredulity at the NCAA’s new charging standard for NIL cases, writing: “The NCAA has lost its mind. Where else in the free world is there a presumption of guilt based on a tip or a news story?” ESPN’s Murphy responds: “The ‘NCAA’ in this instance is the schools. The national office doesn't make rules – the schools do. So this is the schools getting together and saying: We need a ‘guilty until proven innocent’ standard to police ourselves, and we trust the Indy office to do it with common sense.” (link)

Oregon and Washington are not the squeaky wheel in the Pac-12’s media rights negotiations, JohnCanzano.com reports, citing one source who says: “No deal has even been presented for us to sign a grant of rights.” Canzano adds the context that UO and UW do have some leverage when it comes to media rights, but they do not appear to be wielding it at this time. One “high-level” campus source at one of the two schools tells him: “Oregon and Washington are highly motivated to see a deal done. Our schools have not slowed that down.” Also from Canzano: The Pac-12 has a “rainy day” fund with a balance of $22.6M, according to the league’s last tax filing. (link)

+ FBSchedules.com’s Daughters breaks down FB HCs’ cost-per-win ratios for 2022 and finds that Washington HC DeBoer provided the best value among Power 5 coaches at $289,819 per win. Northwestern HC Fitzgerald’s value was the lowest at $5.4M per victory. Among Group of 5 HCs, Ohio’s Albin provided the highest value at $54,570 per win, while former USF HC Scott’s $2.4M per victory was the lowest value. + The Athletic’s Fortuna observes some trends from the latest FB coaching cycle, starting with FCS to FBS moves. After four different FBS programs turned to the FCS level to fill their HC vacancies four years ago, the ensuing three cycles yielded zero FCS-to-FBS transitions. This year, however, Colorado, Stanford and Texas State hired FCS HCs to take over their respective programs. One agent tells Fortuna: “I think we’ve come to the conclusion at this point that just hiring to win a press conference ultimately has you trying to win a press conference again in four years. There are a lot of components to being a head coach of a football program, and a lot of them have nothing to do with football, but you still need to do that football portion well to win. … At some of these smaller schools you have a really difficult task. You have to teach guys that don’t know how to get into a stance to get into a stance. You have to actually coach. At bigger schools, if the players aren’t doing it right, you can essentially put them on waivers.” More. (link)

Tennessee reported $154.6M in revenue, its largest total in school history, in FY22, and the university projects more growth in FY23. Despite the record revenue, however, the Vols finished the fiscal year with a $2.5M deficit, its largest in four years, based on $157.1M in expenses. Payroll for athletics employees increased by $10.5M, the largest bump for the department in at least a decade, and the Knoxville News-Sentinel’s Sparks notes UT paid student-athletes $2.6M in Alston awards. Vols FB finished the year with a $51.9M surplus after bringing revenue of $99.1M against $47.2M in expenses. UT’s strategic plan calls for the athletics budget to increase to $170M in FY23 and $180M in FY24. Also from FY22: The Tennessee Fund reported a record year with $80.8M in total fundraising and $68.6M in cash receipts in 2021-22. (link)

Alabama has announced Yea Alabama as its official NIL entity to serve as the gateway to connect fans, donors and businesses to Crimson Tide student-athletes for NIL deals. Yea Alabama will have three membership tiers: “The fans" are monthly subscribers who select a specific level of support in exchange for exclusive content. "The legends" are those who make tax-deductible contributions to the Walk of Champions nonprofit, and "the sponsors" are brands or businesses looking for endorsement opportunities with student-athletes. The Athletic’s Olson reports that more than 70% of the top 50 high school quarterbacks who signed with FBS programs in the recruiting classes of 2017-20 transferred during their time in college. The same study conducted in 2019 for the 2014-17 classes found that 57% of signal-callers transferred. Olson: “Based on these recent classes, if a top-50 QB signee doesn’t start one game in his first two years on campus, there’s an 87% chance he’ll end up leaving the program. But among the quarterbacks who did earn a start in their first two years, more than 60% still ended up transferring during their careers.” Of the QBs in the 2017-20 class who transferred, 47 did so at the end of their third year, and Olson notes: “More than one-third already had their degree and left as grad transfers. … Of the 70 QBs who didn’t start a game in their first three years, 97% transferred.” Ultimately, Olson explains that “what we can learn from the recruiting classes of 2017-2020 so far is, if you’re investing in a top-100 quarterback recruit right now, you need to understand the probability that he’ll finish his career at your school is 35%. There’s a 61% chance he’ll become your starting QB for at least one full season, which is encouraging. But even if that comes true, there’s still a 47% chance he’ll end up in the portal during his career. And out of all 31 top-100 recruits, only 23% developed into all-conference players for their first school.” More. (link)

+ Fordham announces an expanded partnership with Turba Sports, which most recently assisted the Rams with “a strategic change in their multimedia rights partnership and most recently maneuvered the execution of the Rams' all-sport agreement with Nike.” Going forward, Turba will “consult on numerous other initiatives including revenue generation strategies, brand amplification and evaluation of the department's multimedia rights.” Turba is led by former Houston Senior Assoc. + The Horizon League has poured $550K+ into new mental health resources across the conference via “a grant program to allow each campus to identify and address the specific mental health concerns of its student-athletes.” Process details: “The approved applications have provided funding going directly toward counseling sessions for student-athletes; educational programming and training for coaches student-athletes and staff, such as mental health first aid and resiliency training; along with other initiatives, such as providing dedicated spaces for student-athletes to rest and recover. As part of the application process, institutions were required to not only address how the program or initiative will address mental health concerns on their campus but were also required to include student-athletes in the creation and planning process for the grant application.” More. Georgetown Executive Director for DEI Gatson talks with NCAA correspondent Katz about the importance of intentionality when it comes to diversity and inclusion and explains that she’s aware even broaching the topic can raise a red flag for some. As such, she believes it’s important to be clear about what DEI means. “What I break it down to is… every single person regardless of how they identify wants to be seen, they want to be valued, they want to be heard, and they want to be respected. That’s exactly what DEI does. It creates spaces for people to be seen for who they are. It creates spaces for them to share their own ideas and for people to listen to those ideas. It doesn’t mean you have to agree with them, but you hear them and you respect them. And it creates an opportunity for all of us to bring our own unique identifiers, our ideas and perspectives to make our workplace, our team, our field, better. That’s why it’s important.” More. Enrollment for all of higher education remains 5.8% below 2019 levels, but a National Student Clearinghouse Research Center report shows undergraduate enrollment began to stabilize last fall, contracting by just 0.6% compared to the same period in 2021. Nationwide, higher ed institutions gained 97K freshman, an increase of 4.3% over the prior year. Freshman enrollment overall, however, is down 150K students compared to 2019. Head counts for Hispanic and Asian undergrads rose by 1.6% and 1.8%, respectively. White undergrads accounted for the steepest decline at 3.6%, followed by Black students at 1.9% and Native American students at 1.6%. Women continued their decline in undergraduate enrollment, down 1.5% compared to fall 2021, while men began to stabilize with 0.2% growth. (link)
