The DIII Management Council has approved championship expansion in Football to 40, altering the access ratio for team sports to 1:6, which will see the Baseball, Ice Hockey, Field Hockey, Lacrosse, Softball and Men’s Volleyball brackets expand and the implementation of the NCAA Power Index for at-large selections starting this fall. The council also approved NIL protections and resources and a 2025 NCAA Convention proposal to add Women’s Wrestling as a National Collegiate championship. (link) 

Facility Features:

+ RIT has broken ground on a new $30M, 38K+ square-foot Tiger Stadium, which will be the home for lacrosse and soccer. The project, which is expected to be completed in fall 2025, will include seating for 1,180, new locker rooms, training room and more. Rules & Regulations:

+ The NCAA Playing Rules Oversight Panel approved new optional technology rules in football beginning with the 2024 season. Across all divisions, teams can have up to 18 active tablets for use in the coaching booth, sideline and locker room. Tablets cannot be connected to other devices to project larger additional images and cannot include analytics, data or data access capability or other communication access. All team personnel will be allowed to view the tablets during the game. DIII will officially adopt the timing rules used in DI and DII this past season where the clock would continue to run when a first down is gained in bounds. The panel also approved a two-minute timeout in the second and fourth quarters, allowing conferences the option of using a collaborative replay review system and penalizing horse-collar tackles within the tackle box. The panel did not support a uniform rule proposal made by the Football Rules Committee. Panel members were not comfortable with on-field officials having to enforce the recommended rule. (link)

+ The NCAA Men's and Women's Soccer Rules Committee recommended that, in all three levels of men's and women's soccer, the clock be stopped on all substitutions made by the team leading the game or if the score is tied in the last 15 minutes of the second half and in overtime periods. The NCAA Playing Rules Oversight Panel approved expanding video review to allow referees to initiate reviews for penalty kick situations, potential straight red cards, potential offside violations on goal-scoring opportunities and denial of obvious goal-scoring opportunities. The panel also approved the golden goal overtime format for postseason play. (link)

The Biden administration has released new Title IX regulations which will prevent colleges and coaches from suspending athletes accused of sexual misconduct while school officials investigate complaints against them. The new rules do not include provisions regarding the eligibility of transgender athletes, which had been included in an earlier Department of Education proposal. ESPN’s Paula Lavigne notes that “officials separated that issue from the broader Title IX rules, and those regulations are not expected until after November's presidential election. Asked during a call with reporters Thursday whether the delay was politically motivated, a senior administration official said those rules have a separate process, which is several months behind. The regulations also address what to do when schools are trying to investigate a complaint of sexual assault at the same time as law enforcement, especially when police or prosecutors ask them to hold off. A federal official says the rule emphasizes the need for a "prompt" process even while a criminal justice process is pending. The official added that while some aspects of the case may need to be paused, not all of them should be put on hold and not indefinitely. Schools are also instructed to return to the "preponderance of evidence" standard – also known as the 51% threshold – to determine whether evidence supports a finding of misconduct. (link)

University of New England will add Men's and Women’s Tennis to its portfolio, starting in 2025-26. The Nor'easters plan to renovate the existing tennis courts on campus and add two new courts, lights and a press box. (link)

The FDA has approved a rapid concussion blood test developed by a team led by Pittsburgh Steelers team neurosurgeon Dr. David Okonkwo. According to the test's manufacturer, it can rule out concussions with a 95.6% accuracy when assessed within 24 hours of the injury. Okonkwo: “The nature of the studies performed to gain FDA clearance for these tests were done in patients brought to level one trauma centers. We have every reason to believe there is significant overlap with the injuries to athletes who sustain a concussion, but we need to do studies specifically in that patient population to confirm that use.” (link)

According to workforce analytics firm ActivTrak, which analyzed 75K workers across North America, the average worker now signs off an hour earlier on Fridays, at 4:03 pm, than in 2021. That’s also an hour earlier than the average quitting time the rest of the week. Founder/CEO of Interactive learning platform Albert, Luke Liu, who moved to a half-day Friday police in 2022, says of his all-remote staff’s productivity: “On paper, it’s a 10% loss of time. In reality, it’s a 2% to 5% loss.” The Wall Street Journal’s Vanessa Fuhrmans “Friday, of course, was always the day we might dress down or cut out early for Happy Hour.
