Sports Illustrated’s Dellenger reports the past two weeks for new NCAA President Baker have consisted of meetings with nine members of Congress and multiple legislative aids. “The meetings, with members of both parties and both branches, were described as introductory in nature and will likely serve as the first in ongoing conversations between Baker and lawmakers over potential federal legislation to govern college athlete compensation.” As you might expect, NIL was a key topic of conversation with Connecticut Senator Blumenthal indicating he expects a federal NIL bill to pass later this year: “There seems to be a recognition that standards and protections for athletes make a lot of sense. We are beginning with a head start compared to last session, because we spent half the session framing our bill and having hearings. I think we have a much higher degree of consensus.” (link)

St. Francis (NY - DI) is eliminating its athletics program at the conclusion of the semester as part of an overall restructuring. SFC will honor the scholarships of student-athletes who wish to stay. The SFC Board of Trustees also granted President Martinez-Saenz’s request for personal leave and has appointed COO Cecere as Acting President. (link); NEC (DI) Commissioner Norris: “Coming off a week that has served as a rallying cry for the entire Northeast Conference, today is a bittersweet day. As a charter member of the NEC, St. Francis College is tightly woven into the very fabric of this conference. … It saddens us to lose them as a member.” That said, Norris notes the “NEC Council of Presidents remains actively involved in membership expansion discussions with a focus on attracting institutions that support the NEC’s strategic goals and position the league in terms of strength and stability.” (link)

Outgoing Wisconsin-Parkside AD Gavin talks with Small College Conversations about a number of topics, says of what he is most proud of as he exits Kenosha for SIU Edwardsville (DI): “I think there’s a different value placed on what the UW-Parkside athletics department does, what it brings, who’s a part of it today than there was then,” noting the staff structure and culture “will sustain long, long after our transition.” Looking back on the public launch of the RangerVision 2020 campaign in early March 2020, Gavin recalls the approach of focusing on indoor facilities to build momentum to ultimately upgrade Parkside’s outdoor venues, adding: “Now the inside of our facility, I would put up against most in Division II. Our arena is really cool, really unique. It’s got a really good college atmosphere for volleyball, basketball and wrestling and that momentum exists, that belief exists that will allow us to get the outdoor projects done as well.” Full interview. U.S. Senator Murphy (D-CT) pens an op-ed for USA Today in which he advocates for universities to pay student-athletes, submitting that while NIL is a step in the right direction, it’s not enough. Murphy also refutes the argument that schools can’t afford to pay student-athletes, citing a 2020 study from the National Bureau of Economic Research, which found that football and basketball players in the Power 5 see less than 7% of the revenue they generate, while most DI institutions “spend more money paying their coaches and building futuristic facilities than they do on scholarships and stipends.” Furthermore, Murphy asserts that “rather than waste millions of dollars lobbying Congress for a solution, the NCAA could start by engaging directly with athletes to work out a revenue-sharing agreement that ensures everyone gets a piece of the pie. … I’ve introduced legislation to make it easier for college athletes to advocate for themselves and collectively bargain with their schools or at the conference level, but let’s be honest: The NCAA doesn’t need Congress’ permission to do the right thing. Our laws already allow for this arrangement.” Full op-ed. (link)

Under Oregon HB2472, which is sponsored by Rep. Bynum (D - Clackamas), college coaches and athletic directors at public universities in the state could face one-week suspensions if fans “engage in the use of derogatory or inappropriate names, insults, verbal assaults, profanity or ridicule in violation of equity focused policies.” Public universities could also lose state grants and scholarship money and support from the Oregon State Police if they fail to enact and enforce policies that address such language that occurs at school events, including sporting events. Oregon State (DI) AD Barnes on the measure: “Fan behavior and the safety of all who attend our athletic events is of paramount importance to OSU. Our athletic event code of conduct is supported by policies and procedures which foster appropriate behavior and the safety of all our fans as well as students, student athletes and coaches. These continue to be reviewed annually. Although well intended, HB 2472 includes elements that are either unnecessary or impractical.” On March 28 there will be a work session for the bill. (link)

SBJ’s Smith observes the exhibit, which was created in collaboration with the NCAA, the Women’s Basketball Hall of Fame, WBCA and Getty Images, “signifies an increase in the level of sponsor activation that hasn’t always been evident on the women’s side. NCAA Director of Championships and Alliances, Corporate Relations, Marketing and Branding Lucey: “The thing that’s been great about the partnerships has been their consistency. It really comes down to companies that support the mission of the student athletes. This has probably been misunderstood, but our partners have always financially supported the championships, both men’s and women’s. It’s just that we’ve seen a massive increase in additional activation dollars. They see the value and we’re really excited to work with them to create wins for everybody.” (link)
