UNC Asheville AD Cone joins LEARFIELD University Partnership Group EVP Hamilton to talk about her evolution as a leader, the value of strategic planning and results tracking, progress and shortcomings in gender and equity issues and more. Cone explains that when it comes to strategic planning, more buy-in equals more success, it’s important to be flexible as situations change and there must be accountability. “Assigning different folks in my department – which also gives them great experience because they’re in charge of something, some part of this, which they feel like they’ve got buy-in and leadership – and then having that regular meeting” to gauge progress keeps the “wheel turning and we keep it going.” After working with Huron Consulting to put together the Bulldogs’ new Dream Bigger, Achieve More strategic plan, Cone notes the first thing she did was “put it in a grid, each of the goals, each of the strategies, who’s responsible, what’s the timeline.” Lots more. The San Diego Union-Tribune’s Zeigler wonders if San Diego State and similarly resourced programs can compete consistently against programs which have solid NIL infrastructure in place. Aztecs AD Wicker weighs in: “NIL is the new reality in all of college athletics. But I think there are enough good players out there that for some it’s about the money and for others it’s about the culture, about what I can get out of the program and all the other intangibles that come with it. They chose to value other pieces more.” MESA Foundation Co-Founder Smith says the SDSU-focused collective that is in place was never meant to compete with schools like Miami (FL), noting the first-year budget recently reached its $350K goal thanks in large part to the Aztecs Final Four run. “There’s no real way to know exactly what everybody else is doing, but you do hear these intimidating numbers and it does make you nervous. It makes my head spin. … We weren’t going to be a school that could clip off $250K to $500K from an individual. We learned pretty quickly that’s not San Diego State. The truth is, if this does get sustained and MESA does continue forward, we need to get the word out that this is only going to work if everybody buys in just a little bit. We’ll succeed based on the support of the community, not a few people.” (link)

WWE CEO Khan - who during his time at CAA was involved in a number of high-profile collegiate media rights deals - joins the New York Post’s Marchand and SBJ’s Ourand and shares his thoughts on the Pac-12’s media rights negotiations. “I think they’re in a tough spot. … If you look at what Brett Yormark did with the Big 12, he looked at the hand that he was dealt and he went and did the best that he could with it. He got those deals done quickly. So, part of what was attractive for the Pac-12 with Disney, in my opinion, was the tonnage. There’s a certain amount of tonnage of live events that the MVPDs require. So, assume they’re going to lose not just the Big Ten football games, but all of those college hoops games. So, how do they go and make up for it? Do more with the Big 12. … It feels like the Pac-12 got caught a little off-guard.” Khan also cautions against agreeing to an all-streaming deal, and all three agree the league should agree to a shorter term deal for exposure and get back in the market quickly. Minnesota has promoted Director of Athletic Compliance Carter to the newly created role of Senior Assoc. AD for NIL/Policy and Risk Management. Per the release, “Carter will be responsible for identifying and managing issues related to emerging structural changes within collegiate athletics. ESPN and high-profile reporter Rowe have agreed to a new long-term deal. The Athletic’s Deitsch reacts: “She’s extremely valuable, which is why they are locking her up long-term even as Disney is going through company layoffs. Look at the properties Rowe has a role in: She can morph from major college football to women’s college basketball to the NBA to women’s softball to the WNBA. That’s an incredibly broad skillset. She’s one of the most well-liked front-facing people at the company. Smart move by ESPN.” (link)

Georgia Tech FB HC Key, whose mother was a schoolteacher, got emotional when discussing the tragic school shooting in Nashville this week, saying: “There’s nothing political and nothing religious about this, but something has to change, and I had a chance to stand up here and be in front of a camera and if one person hears me say that and agrees and does something to help force a change and a thousand other people say something negative about it, I don’t care because it worked. And if this one thing I say can help somebody else say something and maybe have the guts to stand up and do something, then maybe something will happen. + The Athletic’s Jennings and Raynor caught up with more than 85 WBB student-athletes during last week’s Seattle and Greenville regionals to gather their thoughts on several topics. The players were granted anonymity so they could speak openly about the topics, the first of which involved which coach they would like to play for other than their own. South Carolina HC Staley was far and away the top choice, receiving 49 votes, followed by LSU HC Mulkey (8), Connecticut HC Auriemma and Ole Miss HC McPhee-McCuin (6) and Notre Dame HC Ivey (4). Virginia Tech HC Brooks, Stanford HC VanDerveer and Duke HC Lawson were tied at two votes each. (link)

California Senate President Pro Tempore Atkins (D-39) has introduced a bill that would end California’s travel ban to 23 states with laws it deems as anti-LGBTQ and replace it with an advertising campaign that promotes acceptance for the LGBTQ community in those states. The AP’s Beam notes the bill means Cal and UCLA would no longer have to find other ways to travel to Arizona and Utah. Beam also points out San Diego State MBB’s Final Four appearance in Houston is not subject to the current law because the NCAA is footing the bill rather than California taxpayers. Atkins: “I think polarization is not working. We need to adjust our strategy. We know what we need to do, but we need to be able to be there to do it.” (link)

The MLBPA and MLB have reached a tentative five-year collective bargaining agreement with Minor League Baseball players, the first such agreement in history, according to The Athletic’s Drellich, who reports the deal includes pay raises and other improvements, including the creation of a formal grievance procedure with access to neutral arbitrators in most instances. Minimum annual salaries would break down as follows: At the complex league and rookie ball, $19,800, up from $4,800; Single A: $26,200, up from $11,000; High A: $27,300, up from $11,000; Double A: $30,250, up from $13,800; Triple A: $35,800, up from $17,500. The salary increases are estimated to cost MLB around $90M annually. Both sides still need to ratify the deal, which could happen as early as Friday. (link)

Sports Gambling Developments…
+ Kentucky State Senator Thayer (R) says the sports gambling bill will not receive a vote today due to one Republican holdout. Thayer, who did not name the holdout, says he hopes that changes during today’s session. According to Kentucky Sports Radio’s Jones, there were three unknown votes, one of whom became “no,” meaning there are two GOP senators still undecided, and without an assured majority, the Kentucky Senate has a longstanding practice of not submitting a bill to the floor for a vote, meaning the lawmakers’ positions can remain unclear to their constituents. + The North Carolina House of Representatives gave its final approval to a sports gambling legalization bill, which will now be sent to the Senate. (link)
+ Meanwhile, Georgia faces a more uphill battle due to partisan politics. Despite the measure having bipartisan support, a group of Democratic lawmakers plan to vote against it in protest of the GOP push to pass new limits on healthcare treatments for transgender youth that Democrats fiercely opposed. + Microsoft announces that Bing has exceeded 100M daily active users since launching AI-powered search and that one-third of AI search users are new to Bing. (link)
+ A group of tech industry leaders, including Apple Co-Founder Wozniak and Tesla/SpaceX/Twitter CEO Musk are calling on AI labs to pause for “at least six months” as “we ask ourselves: Should we let machines flood our information channels with propaganda and untruth? Should we automate away all the jobs, including the fulfilling ones? Should we develop nonhuman minds that might eventually outnumber, outsmart, obsolete and replace us? Should we risk loss of control of our civilization? Such decisions must not be delegated to unelected tech leaders. Powerful AI systems should be developed only once we are confident that their effects will be positive and their risks will be manageable. There were several takeaways from today’s NIL hearing on Capitol Hill:
+ OSKR partner/noted sports economist Schwarz, who starts by pointing out the “moment I see that the title of the hearing claims to be about ‘Protecting College Athletes’ NIL Dealmaking Rights,’ I am virtually certain there will be a lot of effort to curtail those rights. This is the same as calling an anti-union bill a "right to work" law, etc. … The committee is stacked with representatives of NCAA members (i.e., schools) and if you read the hearing announcement you can find that the real goal is "to ensure a clear set of rules…to preserve the future of college athletics. Voila, the rabbit goes into the hat!” Also from Schwarz: “Chairman Bilirakis (R-FL) has…already declared that using NIL as an ‘inducement’ is an inherent bad. He’s blaming NIL for St. Francis's decision to stop athletics. No mention that D1 membership is at an all-time high.” (link)
+ Meanwhile, Washington State AD Chun, per Heitner Legal’s namesake, “says there will be irreparable damage to athletes if they are labeled employees. They
can be fired for underperformance and there are negative tax implications.” (link)
+ Chun also called for “transparency in the marketplace,” but College Football Players Association Executive Director Stahl pushed back, arguing that any NIL regulations would only serve the interests of schools, conferences and the NCAA. “The federal government should stay out of the NIL free market.” (link)
+ Patriot League Commissioner Heppel in written testimony asserted that student-athletes being classified as employees would “likely represent a breaking point for the sponsorship of athletic programs at Patriot League institutions." (link)
+ Stahl, per USA Today’s Berkowitz, tells the committee that the problems in college sports can be solved by people within college sports (as opposed to Congress) — if schools will sit down and work through this with players and representatives. Stahl also says there should be bargaining with athletes over use of their NIL in live TV broadcasts. (link)
+ More from Stahl, per Schwarz: “Stahl's point is ‘let the market work and don't roll back athletes rights,’ which is great. He reminds everyone that the P5 is not broke and the money is growing...so the new money is there for sharing differently.” (link)

NCAA President Baker on today’s congressional NIL hearing: “NIL is a powerful vehicle that rightfully allows student-athletes the ability to earn compensation based on their unique market value. At the same time, the lack of transparency in today’s NIL marketplace puts student-athletes in jeopardy of exploitation by bad actors. Plus, differing state laws regulating NIL (currently more than 30) put student-athletes across the country on an uneven playing field.” Baker also notes he’s “optimistic” Congress will create “fair, equitable and sustainable NIL guidelines that protect and benefit student-athletes nationwide.” (link)

The Arizona Faculty Senate approved a vote of no confidence in President Robbins and his staff, citing a lack of due diligence to ensure the safety of hydrology professor Meixner, who was fatally shot last year, allegedly by a student. The vote came after an outside consultant's report found the threat management process was ineffective and its security systems inadequate in the period leading up to the fatal shooting, The Arizona Republic’s Lapidus reports. Arizona Board of Regents Chair Manson subsequently released a statement indicating the “board fully supports President Robbins, whose guidance has led the university to achieve extraordinary success and has shepherded it through unprecedented challenges.” (link)

The AP’s Newberry observes that the NCAA has been uncharacteristically quiet “as one Republican-controlled state after another rushed to pass laws that supporters hail as a war on ‘wokeness,’ even as critics deride them as exclusionary and a step backward in human decency. … SEC Commissioner Sankey submits the NCAA must be “wise” in its positioning, and MAC Commissioner Steinbrecher adds that his league has 12 public institutions across five states with different prevailing viewpoints. “You have to pick your battles. If you want to stand up for something, then make sure it’s a broad enough issue that it’s worth the fight. And that’s for anybody." How these laws impact student-athletes’ decisions in the transfer portal and/or deciding where to attend college as freshmen is another storyline to watch. (link)

Florida State AD Alford talks more about FSU’s attempts to close the financial gap between the ACC and the SEC and Big Ten, telling Seminole Wrap: “We understand, especially at Florida State and a couple of other institutions, really understand the commitment of that gap that’s coming. It’s a freight train that’s barreling down the tracks. … I’m very involved and looking at solutions. Because I can’t sit here and for five years, it’d be $30M behind every year. It’s not a one-year thing. And that makes a big difference, especially when you start compounding that year after year after year. […] With that revenue gap, you’re going to see maybe some decisions that we have to make that won’t allow FSU to compete for national championships across the board. We want to protect that student-athlete experience, what we’re able to offer them and how they’re able to grow during their time here as much as I can. FAU MBB HC May says his players have been approached by “middlemen” about playing at other schools during the Owls’ Final Four run. “They've been recruited through this (NCAA) tournament. It's part of it. Our job as coaches is to do the best job we can every single minute of every single day to provide the environment that they think this is the best thing for them long term. Not today, not in a week, not in a month but long term. … It’s not uncommon. Every school in the country in some capacity is dealing with it. Even the bigger schools are dealing with the small schools trying to get the guys at the end of their roster." (link)

Daume: “When the position came open, I knew it was something I was interested in, and after doing some research, it became clear that McPherson was a tremendous opportunity. Throughout the process, the alignment between the president and the athletics department was apparent, which is necessary for any department to succeed. There is a great staff in place, and the student-athletes I had an opportunity to meet are hungry for success. Colorado and PointsBet have ended their partnership, and ESPN’s Purdum notes: “The decision, per source, was made separately of American Gaming Association's new rules, prohibiting its members from doing some deals w/ colleges.” The sides say the split was mutual. (link); The New York Times’ Draper notes the American Gaming Association’s amendment to its responsible marketing code could have a more limited effect than has been reported so far, pointing out that “not all gambling companies — including some of those with the largest presences at colleges, like PointsBet — are members of the AGA, and enforcement of the voluntary code is limited to a system of conveying complaints to companies.” Meanwhile, U.S. Senator Blumenthal (D-CT) remarks that changing the code is a “major step toward setting standards nationwide,” he believes “national standards enforceable by law” are still necessary. “I have no great confidence that self regulation will work here when the major culprits are not even part of the AGA, and seemingly purposefully so.” Blumenthal also says if he’s not satisfied with the responses he receives from schools about their betting partnerships, as he requested yesterday, he could take further action. “Hearings is one of them. The NEC and ESPN have agreed on a media rights extension through the 2025-26 season. Per the agreement, ESPN will televise the NEC MBB and WBB championship games on ESPN, ESPN2 or ESPNU each year and provide the NEC with two additional regular season basketball appearances on ESPNU annually. Additionally, MBB and WBB games will continue to be shown on ESPN digital platforms throughout the regular season and into the postseason, with a minimum of six NEC Tournament games to be streamed. ESPN platforms will also serve as the home for a wide array of NEC Championship events as well as select football games. (link)
