The NCAA’s announcement that it would expand benefits as part of its holistic student-athlete model drew some “qualified praise” from federal lawmakers, USA Today’s Berkowitz reports. U.S. Congresswoman Trahan (D-MA): “Today’s vote is a substantial step in the right direction. Scholarship protections, covering medical expenses, better mental health care, and programming designed to support success after college are basic things that current and former athletes have wanted for a long time.” Meanwhile, a Senate aide tells Berkowitz: “These changes are encouraging but long overdue — college sports reform voices in Congress have long called for real health and safety protections for college athletes, scholarship protections, and medical coverage. The NCAA should focus more on implementing these changes and further supporting the real needs of college athletes, with full input from athletes along the way, instead of lobbying Congress to pull back their rights.” (link)

The Athletic’s Auerbach: “AAC commissioner Mike Aresco says the idea of eventually moving up the season a week to Week 0 is ‘losing steam’ but the idea will be fully vetted by all constituency groups. Lot of moving pieces with potential calendar changes.” (link); Aresco also comments on SMU’s potential departure to the Pac-12, telling ESPN’s Dinich: “You have to have contingency plans, at least thinking about contingency plans, but it would just be better to get all this over with, but we can’t influence other people’s negotiations. We just can’t. It’s just a waiting game. We prefer that some of this not take place in public. We’ve had presidents talking about some of our teams. We’d prefer that didn’t happen. Former NCAA EVP of Regulatory Affairs/United Athletic Conference Executive Director Luck joins the Mercury News’ Winer and JohnCanzano.com’s namesake to discuss the NCAA, the future of college sports, the transfer portal and more. Regarding a federal solution to NIL and the other challenges facing college athletics, Luck believes it’s a “tough ask” to go to Congress “because most industries that have gone to Congress and pleaded for help, you don’t always get exactly what you want. You usually get loaded up with other obligations. So, I just don’t know if that’s a realistic approach.” Luck also reveals that early in former NCAA President Emmert’s tenure, well before the Alston decision and even the cost-of-living stipend, Emmert advocated for a $2K stipend for student-athletes, which was overridden at the next NCAA Convention. “I think Mark felt somewhat betrayed that he put himself out there, advocated for a $2K stipend…and I think that gave him an indication probably of the difficulty of reform from within as opposed to reform from external pressures.” Full interview. Temple AD Johnson covers several topics with the Philadelphia Inquirer’s Edmonds, including campus safety. Former Owls men’s basketball student-athlete Hicks recently transferred due to what his father characterized as the “ongoing crime around the campus,” and Johnson says: “I hear that from parents all the time. So it is not anything that’s new. I also know that there is a misperception about the campus being safe, but we have the same problems that the rest of society [does and] what we’re dealing with in communities throughout this country. As we saw with Michigan State, no campus is immune to it. So there is no actual safe place that you can go.” Johnson also comments on the need for greater alumni support, especially when it comes to NIL. “We have to embrace it, but we have to be OK with change. And it’s part of the new world. Ideally, for me, it would be used for retention more than recruitment. ... [But] we need support in the worst way. Whether it’s with scholarships, help with infrastructure, with buildings, with operations, with different initiatives that come across this broad ecosystem. … Winning will help drive that and help get people here.” (link)

The Athletic’s Moore observes that despite stricter rules being put in place for second-time transfer waivers, many men’s basketball HCs believe the NCAA will continue to grant them. Oklahoma State MBB HC Boynton, who is losing two second-time transfers from this year’s team, tells Moore he advised both that they would likely have to sit out a year if they left, but “they think they’ll figure it out. [...] We don’t have any precedents that the NCAA, especially recently, is going to stand up and try to hold anybody accountable to anything.” Of particular concern among the coaches Moore spoke with is that student-athletes will illegitimately cite mental health as the reason they wish to transfer. One high-major coach remarks: “I know coaches, agents are directing people as soon as they get on campus to meet with a mental health person to set that groundwork. That’s a sad commentary on who some of these people are as leaders and mentors. What are we doing?” More. (link)

Colorado football student-athletes who have entered the transfer portal will have access to practice film from 2022 and earlier. Former CU players Courtney and Ludwick both previously indicated they were told they could not access the film. Courtney, who tweeted about initially being denied, tells ESPN’s Rittenberg: "I didn't expect to get so much attention to my post, and I wish I didn't post now, because it put a bad look on both me and Deion, and I didn't want Deion to have any bad rap. I just wanted my film. I got hurt midway through the season, so I didn't have enough game film to show. It would have been really nice to show, because I went against the first-team defense [in practice]." (link)

LSU Women’s Basketball HC Mulkey says it’s time to replace the Pete Maravich Assembly Center. “That thing is 48 years old. You can’t grab a rail without holding onto somebody. I can say this now. I just won a national championship.” Asked what she would like to see happen, Mulkey says: “I’m not a visionary when it comes to thinking about a building. I just know we need to upgrade. We don’t need to put a coat of paint on it. It’s time to either completely renovate it or build one next to it and tear that one down. I have no insight on the plans. I’ve shared with the administration and all the coaches who do their jobs there on what they would like to see. But they know I’m talking about it. We’ve got to get this ball rolling.” (link)

The Athletic’s Feldman highlights a video produced by Oregon which chronicles the number of gun deaths in the U.S. over the past two years. The voiceover work was done by Ducks Football HC Lanning along with several staffers and student-athletes, and the idea for the video came out of one of the team’s “Get Real” meetings, during which Lanning encourages his team to talk about topics other than football. The meetings have been held weekly since Lanning’s arrival, and he explains: “I think it’s really convenient at times for coaches to not bring up tough subjects, but you look at the world over the last couple of months, last couple of weeks, and there’s people shot for knocking on the wrong door, pulling into the wrong driveway, mass shootings at different locations, it obviously was a topic that is important to our players. And, we feel like we have a voice to maybe do something about it.” (link)

The Portland Trail Blazers have acquired an NBA G League team that will play its home games at the Chiles Center on the Portland campus. Pilots AD Leykam: “With the excitement around UP men's and women's basketball, annually hosting the OSAA State Championships and now the addition of a G League team, the Chiles Center and UP Athletics will now host over 200 events annually and serve as the community hub for fans of basketball at all levels. This partnership will also give numerous UP students valuable on-campus work experience and internships with a storied professional sports franchise." (link)

The DI Board of Directors has unanimously adopted changes to requirements for schools that mandates increased academic & health benefits for college athletes as outlined in the holistic model, effective summer 2024. DI schools that do not provide those benefits will be required to assist student-athletes with out-of-pocket medical expenses during college and must provide medical coverage for athletically related injuries for several years after college. Schools will also be required to attest that they are supporting the mental health of college athletes. In addition, all DI schools must offer scholarship protections already required of Power 5 institutions and degree completion funds for student-athletes who competed in head count sports or were on full scholarship within 10 years of completion of college eligibility. The holistic model also requires schools to offer career counseling and life skills programming, including topics like NIL, mental health, financial literacy, nutrition, and career preparation. Correction from this morning’s email, concerning yesterday’s Board of Governors meeting. To clarify: The NCAA Board of Governors yesterday encouraged the DI Board of Directors to move forward with the division's holistic student-athlete model and recommended that President Baker continue exploring how best to include DII and DIII in a post-eligibility health care model. The board also discussed a newly established executive committee to promote more effective and efficient governance and establish a competitive compensation program for NCAA executive staff. The committee can also conduct business in between regularly scheduled meetings of the full board and is authorized to initiate and settle litigation. Also, CMO Hainline provided an update on the work of the Mental Health Advisory Group, which is reviewing and recommending updates to the NCAA's best practices documents and other relevant mental health materials. It is on track to submit recommendations to the Committee on Competitive Safeguards and Medical Aspects of Sports for review in June with a final document ready for board approval at its meeting during the 2024 Convention. Phase 3 is coming at the beginning of the summer, probably June, it’s going to affect even more people. And then there’s a little-talked-about fourth phase that’s going to be a prolonged phase where it’s going to involve the talent as well. Disney will say…that this is sort of a more humane way of doing it to make sure that it’s not 7,000 all in one week or in two weeks, that it’s easier to spread across. It appears pretty obvious to me that there are a lot of legal reasons, and they’re just trying to get their ducks in a row, and it makes it a really difficult place to work.” (link)

+ The Buffs’ spring football game averaged 551K viewers on ESPN, making it the second-largest spring game audience in seven years, according to Sports Media Watch’s Lewis. Additionally, Awful Announcing’s Bucholtz notes the 247K viewers the game drew in the desirable 18-49 demographic “was a solid number, ahead of some…broadcasts with higher overall ratings.” (link)
+ Coach Prime responds to news about the Buffs’ transfer exodus, telling Pat McAfee that “people have got to be crazy to think this just happens. It don’t just happen. You make it happen. I can’t stand people who pull up to a drive-through and don’t know what they want. Before I get there, I know what I want. I’m not just making this stuff up as we go. We know what we want, and I don’t concede, man. I don’t settle. I know what I want and I know what I’m gonna get.” (link)
+ Meanwhile, The Athletic’s Ubben catches up with five CU student-athletes who have entered the portal, including three who left prior to this weekend’s mass exodus. Ubben notes that most who left following the spring game “were told to do so, players say.” CU safety Mack, who made 48 tackles last season and worked with the first-team defense for much of the spring, says HC Sanders “just told me up front, ‘We have plans to go another way. You competed. Related, Foley & Lardner partner Israel posited during LEAD1’s annual spring meeting that there may not be a way to stop the “employment train” as it relates to student-athletes. “You’ve got all these elements coming at you … I don’t know if there’s a path to stopping it other than some legislation. Because I think the external forces out there are going to push you in that direction.” McGuireWoods attorney Wake agreed, saying: “I think there is no stopping the train. I think someone, somewhere is going to opine, officially, that student-athletes are employees. Whether or not that sticks, I think, is to be determined.” Wake also remarked that college athletics is “not in a great space because what happened was, after the Alston decision, you saw this complete unraveling of everything. So, people are now afraid to do anything. Because they think no matter what they do, they’re going to get a lawsuit. The NCAA can’t make a move because everything is an antitrust violation.” Given the eventuality of student-athletes being classified as employees, Israel advises schools to position themselves as a “facilitator to solve your problems before somebody brings the hammer. … We see it in employee management all the time as almost probably the No. 1 way to continue to build goodwill with your personnel, your players. Involve them, and hear what they are saying.” (link)

Pac-12 football referees Coyte, Villar and Strimling have accepted positions with the Big Ten along with center judge Wharrie, who also has experience with the white hat, and the Mercury News’ Wilner reports: “A source in the officiating industry told the Hotline that the departing officials viewed the Big Ten as an enticing opportunity — the difference in salary isn’t believed to be substantial — and a chance to separate from David Coleman, the Pac-12’s vice president for officiating.” The conference says it plans to replace the departed referees with officials from within the conference who would’ve been promoted earlier but for the lack of available referee posts. + FAU has renamed its softball field in honor of late former HC Joyce. The first official game at Joan Joyce Field will be on Friday, April 28 against North Texas. Owls AD White: “Joan was a legendary figure in the sporting world as well as at Florida Atlantic University. Her legacy and impact will forever be felt, and maybe nowhere more so than at the university where she was the inaugural head softball coach and served for more than 25 years.” (link)

USF has agreed to a $14.8M design-build agreement with construction company Barton Malow for the Bulls’ new on-campus football stadium. USF wants a 35K-seat stadium with five levels (field, main concourse, club level, suite level and press level) and “premium areas and experiences” unique to USF, per the Tampa Bay Times’ Baker, who notes the facility is also set to include an “athletic training and performance center” for football and women’s lacrosse. Baker also notes the cost of the stadium will “start to crystallize in the coming weeks through a process outlined in the contract, beginning with ‘visioning and program development.’ After meetings with stakeholders and community outreach, USF will get estimates on the size, scope and budget. Those will all be refined as the project moves to conceptual designs, design development and, finally, construction documents. When those documents are 75% done, Barton Malow will give a detailed timeline and maximum cost. (link)

Samford has broken ground on a $65M, 165K-sq-ft complex that will include a newly renovated health and wellness facility, a men’s and women’s basketball facility, a covered practice space for the football team and a large recreational space. The university hopes to open the complex in the fall of 2024. (link)

Xavier AD Christopher says the Musketeers are a “definite maybe” when it comes to bringing back football, explaining the university continues to explore the idea, particularly as a model for boosting enrollment. Christopher also notes the Musketeers have the land but would need more than $20M to build a football stadium for a DI program. “We’re having private conversations now with a handful of potential lead donors. Depending on the outcome of those conversations, we’ll make the decision of whether or not to move forward. If it happens, it would be driven by the lead gift fundraising conversations and how it fits with the strategic plan.” Using schools like Dayton and Butler as comparisons, XU could expect to bring in $3M per year in additional revenue; furthermore, women compose 57% of the campus’ enrollment, so adding football would help balance those demographics. Overall, Xavier has 5,759 students enrolled this semester, which is down 1,100 from enrollment in spring 2019. Christopher says a decision should be made by the end of the year. (link)

The Music City Bowl may be getting a new home after the Nashville City Council approved a $2.1B agreement to build a new, enclosed stadium for the Tennessee Titans on largely undeveloped land in the city. The deal includes at least $1.26B in public funding, making it the largest stadium subsidy in the country’s history. The Titans will contribute $840M in private financing, including roughly $200M in NFL loans and yet-to-be estimated revenue from personal seat license sales. The state will contribute $500M in bonds alongside $760M in revenue bonds from Nashville's Sports Authority. (link)

A growing number of HBCUs are leveraging their increasing popularity to add sports “beyond the more typical offerings of football, basketball and track and field,” the AP’s Brunt observes, adding that the AP reached out to 46 DI and DII HBCUs and five conference offices about the trend over the past decade. Of those, 20 schools responded and said they have added “at least 42 NCAA championship or emerging sports since 2016, including at least 32 sports since 2020 alone.” Three of the newly added sports were track and field, two were football and none were basketball. Delaware State AD Gadson: “I think it’s just an evolution of where we (Black people) are as a society. We’re thinking differently. You know, when you have a kid now, you don’t have to say, ’Oh, I’m going to push them into basketball just because they’re tall. You may say, ‘Hey, you know what? They might be able to do volleyball.’ I think it’s a mindset.” (link)
