In regards to the Protect the Benefits for Athletes and Limit Liability (Protect the BALL) Act sponsored by U.S. Congressmen Russell Fry (R-SC) and Barry Moore (R-AL), Sportico’s Daniel Libit and Michael McCann “expect some members of Congress to question the logic of exempting the NCAA from litigation regarding athletes’ rights when the association has been repeatedly found to violate the law in the context of those rights. … Any organization that has shown an inability to follow the law when assessed by judges, including those who range from conservative to progressive, might face difficult questions about whether it deserves an exemption from the law. Another likely source of concern for lawmakers is the compatibility of a federal bill that, if it became law, would implicate states’ rights” insofar as “a federal law restricting the economic rights of college athletes could collide with protections under states’ rights of publicity and labor laws. Such a bill could also raise Equal Protection Clause concerns if college athletes are denied rights enjoyed by their classmates.” Additionally, they note a bill introduced in May of a presidential election year faces an uphill battle for passage. Mountain West Commissioner Gloria Nevarez covers several topics with The Mercury News’ Jon Wilner and says of the current state of the Mountain West: “Even before the transfer portal, we were that league that if we find good diamonds in the rough or cultivate great talent, it’s gone. That’s presidents, athletic directors, coaches, etc. We develop talent through higher education. We are living the mission. And we always reload.” Nevarez on March Madness expansion: “I was on the original transformation committee that talked about championships, and the whole 20% number that got shifted right onto the spotlight of men’s and women’s basketball was really intended as a global mark for all the championships. Because you have some — baseball was the example at the time – where a team that barely gets (into the tournament) runs the field. It’s a valid example. … Operating premise No. 1 is: Every league should have an AQ spot (automatic qualifier). So operating principle No. 2 should be: How big should the field size be, based on the number of teams in the universe based on the number of AQs? Both of those change in all the other sports to encompass the right amount of teams, so you have the best competing for the national title. So 20 percent seemed to be the number to at least embark on the exploration, which immediately became, ‘Basketball’s going to expand!’” On a potential partnership with the AAC as the “gatekeepers” of the Group of 5: “ I just met [AAC Commissioner] Tim Pernetti. Our leagues have a lot in common; we have a lot of likeness. But I don’t think we got there yet.” More. (link)

Butler AD Grant Leiendecker sits down with the Indianapolis Star’s Akeem Glaspie and says the Bulldogs’ membership in the Big East has “raised our national profile. It's allowing us to get into other cities and states across the country and recruit students. That’s really the lifeblood of this university. So, at its core, it's allowed us to serve the university's mission at a higher level and the whole university has benefited from that when you think about our academic profile and in the ability for us to invest in this infrastructure on our campus.” Leiendecker also asserts that Butler is committed to carrying a broad-based athletics program, “and I don't think that that comes at the expense of our investment in men's basketball. Certainly, men's basketball is the economic engine when you think about our athletics programs. It is the one program that generates revenue that ultimately is going to help support all of our programs and so, the university is committed to continue to invest in that program and others in a way that's going to allow them to all continue to be more competitive on a national landscape.” Full Q&A. The Harris Poll CEO Will Johnson notes in an SBJ op-ed that a recent survey conducted by his firm found that “both the general public and NCAA fans specifically support the forces restructuring college sports. Real-world results such as viewership and attendance, not to mention women’s athletics (assisted by emerging superstar Caitlin Clark), back up those assessments. … Not only do three-quarters of Americans broadly support college players being able to make a buck off of their NIL, but four-in-five NCAA fans said the same. Pluralities of Americans said that changes such as NIL money and liberalized transfer procedures had no effect on their views of the NCAA, its schools, its athletes, or how much they enjoy college sports.” Further, the people who say the changes have affected them generally favor them. To wit, 33% of respondents had a more positive view of the NCAA after the NIL rules while 12% had a more negative view – with those numbers rising to 41%-10% among NCAA fans. Meanwhile, 30% said that prominent student-athletes transferring between schools improved their enjoyment of college sports as opposed to 26% who don’t like such movement. Also: “An outright majority of Gen Zers (52% versus 33% of the general public) said that the NIL rules improved their opinion of the NCAA. And pluralities of both Gen Z NCAA fans (38%) and millennial NCAA fans (42%) said that prominent athletes transferring schools made college sports more enjoyable. This is a case, then, where the NCAA doing right by its athletes also happens to be good business sense.” Full op-ed. (link)

The Richmond City Council unanimously approved a new financial structure to build a new MiLB stadium for the Flying Squirrels. Under the plan, Richmond will issue $170M worth of general obligation bonds and use revenue from the stadium and the surrounding Diamond District to pay off the debt. But if the revenue does not materialize, the city will have to cover the cost by raising taxes or cutting services. Part of the revenue would come via lease payments from VCU, whose baseball team is expected to play in the stadium. (link)

Temple Senior Assoc. AD for Mental Health, Wellness and Performance Stephany Coakley in an article for AthleticDirectorU offers a step-by-step breakdown of what went into creating TUWell, the Owls’ mental health, wellness and performance department. Coakley notes the “foundational element for the program was a streamlined referral system. … We established our cornerstone referral policy, which was anyone in the department can refer anyone in the department. When a referral is submitted, the individual referred is contacted within 24 – 48 hours, and an intake and assessment is scheduled within the week.” TUWell also prioritized the implementation of Best Practice 2 from the NCAA Mental Health Best Practices document, which was to “develop procedures for pre-participation mental health screening prior to participation in collegiate athletics. Pre-performance wellness screenings are conducted annually before student-athletes begin athletic related activities.” TUWell is also prepared for a crisis if/when one occurs and has staff on call from 5 PM on Friday to 9 AM on Monday. “Regardless of the time, TUWell has an emergency action plan with protocols for care to ensure they receive the care and treatment needed.” Additional initiatives include walk-in hours, wellness days, mental health advocates for student-athletes, a Men and Mental Health program and training for student-athletes and staff. Boise State Football HC Spencer Danielson briefly made waves yesterday when it was reported that incoming freshmen would be ineligible to make NIL money during their first year in the program. It was later clarified Danielson meant that while the Broncos will not promise or offer NIL deals to incoming freshmen, there will not be an embargo on those players signing NIL deals. Danielson: “If you’re looking for the easy way and you’re looking for a handout, don’t come to Boise State.” Danielson also revealed that he has personally called head coaches to tell them to stop tampering with players on his roster. He stopped short of naming names, but reiterated that tampering is a frequent occurrence. (link, link)

Perfect Game, the world’s largest youth baseball tournament and scouting service, is expected to close a multiyear memorabilia deal with Fanatics through which Fanatics will produce and distribute trading cards, collectibles and other memorabilia of Perfect Game athletes. According to The Athletic’s Brittany Ghiroli, the deal has “stoked worries among a group of baseball agents, many of whom believe Perfect Game’s requirement that amateur players sign away their name, image and likeness rights to participate in tournaments is exploitative, unethical and costing players future earnings.” Scott Boras is one of those agents and says: “We have warned players for the past two years that Perfect Game is now (signing) away your individual rights for cards and for other things that should not be the design of the platform. They have now gotten into profit-taking on this. We’re letting all young athletes know this is a reason not to sign their documents, not to participate. If they demand that, I wouldn’t recommend student-athletes give away those rights. Why would they?” Another agent tells Ghiroli: “They are getting kids underage to sign contracts with no representation at all, and parents (also sign) who don’t understand the ramifications. It’s unethical and borderline illegal. They know that and they’re still doing it. There should be a class action lawsuit against Perfect Game by the parents.” Ghiroli notes that part of a participation release for Perfect Game states participants will not receive any compensation for the use of their NIL and “releases Perfect Game from any and all claims and demands related to usage and ownership of the participant’s name, signature, likeliness, image, voice and appearance.” (link)

Sony and Apollo plan to break up Paramount Global if their $26B bid is successful, according to the New York Times’ Benjamin Mullin and Lauren Hirsch, who report the plan would include “auctioning off CBS, cable channels like MTV and the Paramount Plus streaming service.” Paramount Pictures would be combined with Sony’s business, the new owners are “likely to keep Paramount’s library of films and TV shows and the rights to well-known characters, including the Teenage Mutant Ninja Turtles and SpongeBob SquarePants.” Mullin and Hirsch also note Sony and Apollo are engaging with Paramount’s financial advisers on next steps in their proposal and that Skydance is still interested in acquiring the company. Yahoo’s Ross Dellenger explores how much student-athletes could/should expect from a revenue-sharing agreement, and National College Players Association Executive Director Ramogi Huma has a pretty definitive stance: “Fifty percent. Look at pro models. Players get about 50%. Anything less than what’s fair will continue to be problematic. The numbers matter.” College Football Players Association Director Jason Stahl is “wary” of any settlement that provides future legal protections for the NCAA without bargaining. College leaders, he asserts, must negotiate directly with a players association or gain antitrust protection from Congress. “Those are the only two ways that injunctive relief could actually be applied in a way that did not deny the rights of athletes in the future to say, ‘No, this was wrongly decided.’” As far as players rallying to a point where they demand collective bargaining, Athletes.org Founder Jim Cavale observes those in major conferences are benefiting more than ever in the NIL era, and therefore “have not united as a group. To unite as a group takes some initiative and action. You need passion and that has to come from a place of pain. College athletes aren’t feeling pain right now. They are free agents every year and can get $600K for playing DB by moving from one school to another and getting an apartment and a car.” Dellenger also crunches some numbers to determine which revenue streams should be sharable with student-athletes. For example, donations, which constitute the largest revenue stream for the 55 public Power 4 schools, could be exempt from the formula. Furthermore, scholarship costs could be folded into the players’ share of revenue. “Combine the average expense on scholarships ($15.4M) with those athlete-only resources [such as medical and academic resources] ($10M) and, finally, a revenue-share figure of $20M. That’s $45M worth of athlete benefits — a figure that rivals the 50% mark of a power conference school’s commercially generated revenue.” More from Dellenger. (link)

U.S. Congressmen Russell Fry (R-SC) and Barry Moore (R-AL) have introduced a bill that would give the NCAA, conferences and universities several protections they have been seeking. Specifically, the bill would prevent the NCAA, et al. from being sued for “the adoption of, agreement to, enforcement of, or compliance with any rule or bylaw of” an association, conference or school “that limits or prohibits a student athlete receiving compensation from” an association, conference, school or other person or entity; restricting the [playing] eligibility of a student athlete who violates a rule” of the school, conference or association; and complying with an agreement, understanding, rule or bylaw” adopted by a school, conference, association “(or a combination of conferences or institutions) that is reasonably contemplated under Federal law.” Fry and Moore say their bill is “intended to accompany broader legislation establishing a national framework that secures student-athletes’ right to receive compensation and sets a federal standard with guardrails in place.” However, with only one bill officially introduced this session (Manchin-Tuberville), USA Today’s Steve Berkowitz contextualizes that this bill “likely stands as an effort by some members of the Republican-controlled House to make a statement on their position concerning wide-scale antitrust protection for the NCAA and its conferences and schools. Teamworks announces the new Teamworks Wallet, which it describes as a “digital banking solution tailored for collegiate athletic departments and student-athletes.” Scheduled for launch this summer, the wallet “will integrate with Teamworks Influencer to streamline NIL payments for student-athletes” and “ensure immediate fund transfers without processing fees or transaction fees and helps allocate a portion of their NIL earnings for taxes.” (link)

Lindenwood inks a multiyear sports marketing and multimedia rights agreement with Nevco beginning with the 2024-25 academic year. As part of the agreement, Lindenwood will work with Nevco to identify a General Manager of Lindenwood Sport Properties, who will work on Lindenwood’s behalf to elevate its presence across all platforms and secure sponsorship opportunities to maximize revenue. Additionally, Hyland Arena will be upgraded with a new 4-face LED jumbotron, complimented by a LED wall-mounted display and 40’ of LED scorers tables lining the court. Lions AD Jason Coomer: “Nevco’s long history of providing superior scoring and display technology for athletic facilities and proven sports marketing program aligned well with our vision and goals we want to achieve as an institution and athletic department. The Texas A&M Board of Regents has approved a new five-year capital projects plan that includes an $80M renovation of Blue Bell Park, the home of the Aggies’ baseball team. The project is slated to start during FY26. Further details have yet to be revealed. (link)

Former Fox Sports President Bob Thompson tells JohnCanzano.com’s eponymous publisher he likes the TV deal Oregon State and Washington State struck with Fox and the CW: “I don’t know what the financials are, but I don’t think it matters. Exposure is paramount at this point because in order for them to remain relevant should another shoe drop and begin (realignment) anew, it’s very important for them to be top of mind.” Canzano also catches up with Colorado AD Rick George, who says the Buffs’ renewal rate for football season tickets is tracking at 98%. George expects CU to once again sell out all home games. (link)

The Athletic’s Kyle Tucker sheds some light on what men’s basketball transfers are making this offseason after catching up with several stakeholders and various “movers and shakers.” One insider tells Tucker Louisville, Arkansas and Baylor have “helped the market” while Kentucky, Alabama and Indiana have also been among the biggest spenders this cycle. According to one source, a “starter should be $200-250K, all-conference $350K, All-American $500K+ — but there are people paying double that across the board.” According to another: “Starter: $200-300K. All-conference: $500-750K. High-end: $800K-$2M. Still another source: “Starter: $500K. All-conference: $800K-$1M. Top guys: Well over $1M. Some teams are getting wild as well with money in the portal.” Tucker: “Bottom line: If you have major needs to fill and plan on doing so through the transfer portal, you’d better have a couple million bucks, at least, in available NIL funds to assemble a competitive roster in the current climate.” (link)

Former AD Doug Knuth, who is now the AD at Southern Utah: “I am and always have been an advocate for women’s athletics throughout my career as a leader in college athletics.
